MANILA -- Senator Bam Aquino on Tuesday pressed his colleagues for the swift passage of the CADENA Act, which has remained pending in Congress for seven months.“Seven months na po itong nakabinbin sa Kongreso. Alam ko po marami ring kongresista ang nagnanais na mapasa ang batas na ito and yet currently po, hindi pa rin po ito pasado,” Aquino said in his manifestation.Aquino&#x27;s manifestation came in the wake of recent flooding across the country, emphasizing how the proposed measure could strengthen government accountability, particularly in flood control projects.“Kapag napasa po iyong CADENA, lahat ng mga sikretong mailalantad na po. Lahat ng mga kontrata mailalantad na po. Lahat ng pinupuntahan ng pera ng bayan mailalantad na po, hanggang contractor, hanggang presyo ng semento, hanggang presyo ng bawat proyekto,” Aquino said.The Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act, also known as the Blockchain the Budget Bill, requires government agencies to upload and regularly maintain detailed budget-related documents—including contracts, project costs, and other procurement records—on a digital budget platform.Under the proposed measure, all files submitted to the platform will be publicly accessible, while government officials who fail to disclose the required documents may face administrative and criminal penalties.Amid the delay of passage, Senate President Sherwin Gatchalian assured Aquino that he had conducted an emergency meeting with the House Speaker to discuss pending bills and their counterpart measures in the House.“Sa CADENA, kakausapin ho nila iyong kanilang chairman at babalikan ho tayo. But itong (CADENA), binigyan ho namin ng special attention at may commitment po iyong ating mga counterparts na balikan tayo at itulak itong measure na ito.”
