Joseph Vidal, Senate Social Media Unit/File"/><span class="fr-inner" style="text-align:left">State auditor Xylene Mae Del Ocampo. <em>Joseph Vidal, Senate Social Media Unit/File</em></span></span></span></div><p>MANILA — The Office of the Vice President (OVP) in late 2022 used its confidential funds for several activities outside of what is allowed by law, including Christmas events, meeting with public transportation drivers, and tree-planting activities, among others, a state auditor testified Tuesday.</p><p>At the <a href="https://www.abs-cbn.com/news/nation/2026/8/11/live-impeachment-trial-of-vp-sara-duterte-0817">resumption of the impeachment trial</a> of Vice President Sara Duterte, auditor Xylene Mae Del Ocampo returned to the witness stand.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/8/11/-na-indian-po-kami-impeachment-prosecution-defense-fail-to-meet-over-receipts-1108">&#x27;Na-Indian po kami&#x27;: Impeachment prosecution, defense fail to meet over receipts</a></div><p>Del Campo is a state auditor at the COA-Intelligence and Confidential Funds Audit Office (COA-ICFAO) who took over the audits of the OVP and the Department of Education confidential funds after <a href="https://www.abs-cbn.com/news/nation/2026/8/6/who-are-the-coa-witnesses-testifying-on-sara-duterte-confidential-funds-1732">Roderick Wamil&#x27;s transfer</a> to COA-Pasay in February 2024.</p><p>Del Campo told the Senate impeachment court that the OVP submitted a response to the COA on March 13, 2024, after it was issued a notice of suspension for its confidential funds.</p><p>The office attached documents supporting 105 activities of the OVP from Dec. 13-31, 2022, which were meant to back expenses for the Dec. 21-31, 2022 cash advance related to payment of informants concerning its information gathering or surveillance activities, she said.</p><p>But Del Campo said the documents failed to show proof of success of information gathering, adding that the activties that happened on Dec. 13, 15, 17, and 18 were not covered by the period of utilization. </p><p>&quot;Ito kasing listahan na ito na sinubmit nila as proof of success of information gathering to support the payment of rewards.
