<p>MANILA — The Bureau of Corrections said it has relieved two officers assigned to the Corrections Institution for Women in Mandaluyong as it investigates the alleged loss of P6 million from a trust fund for Persons Deprived of Liberty.</p><p>BuCor said in a release that CIW superintendent Daisy Sevilla-Castillote and her deputy Marites Lebardo have been relieved pending the results of the investigation.</p><p>Corrections Office 2 Bianca Ramos, who handled the PDL Trust Fund, has been Absent Without Leave since July 29, the bureau said.</p><p>It said it is working with Muntinlupa police to find her.</p><div><br/></div><div><strong>WHAT IS THE PDL TRUST FUND?</strong></div><p>PDLs are allowed a limited amount of cash that they can use for personal items that BuCor cannot provide.</p><p>&quot;Money sent to them by their families are deposited in a &#x27;trust fund&#x27; from which the PDLs can withdraw a minimal amount weekly,&quot; rights group Karapatan said, <a href="https://www.karapatan.org/media_release/ciw-political-prisoners-demand-accountability-for-corruption-lost-funds-of-pdls/?tztc=1">citing a statement by political prisoners at CIW</a>.</p><p>The political prisoners said Castillote announced on July 31 that only P7 million of the P13 million in total recorded remittances could be accounted for.</p><p>They said that, to replace the missing money, Castillote planned to increase the charge for PDL phone calls to P5/minute from a previous P3/minute. </p><p>They also said PDLs have not received updates on money their families had remitted to them.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/24/families-of-political-prisoners-ask-doj-not-to-transfer-relatives-to-remote-prisons-1319"><strong>Families of political prisoners ask DOJ not to transfer relatives to remote prisons<br/></strong></a></div><div><br/></div><div><strong>BUCOR PROBE</strong></div><p>&quot;If it is true that there are missing funds amounting to about P6 million, this did not happen overnight,&quot; BuCor Director General Gregorio Pio Catapang Jr. said in a bureau statement.</p><p>Catapang has ordered the bureau&#x27;s Internal Audit Service Unit to check the books.</p><p>The Directorate for Intelligence and Investigation to hold a parallel investigation into former and current CIW officers who may be involved in the alleged mishandling of the trust fund.</p><p>&quot;We need to get to the bottom of this and hold those accountable in their proper place,&quot; Catapang said.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/31/petition-for-writ-of-habeas-corpus-filed-at-sc-to-free-vicente-ladlad-1617"><strong>Petition for writ of habeas corpus filed at SC to free Vicente Ladlad</strong></a></div>
