Joseph Vidal, Senate Social Media Unit</span></span></span>MANILA — After a <a href="https://www.youtube.com/watch?v=RicbFgB6f7o">day’s delay</a> due to monsoon rains, the<a href="https://www.abs-cbn.com/news/sara-duterte-impeachment-trial"> impeachment trial of Vice President Sara Duterte</a> is set to resume on Tuesday with three prosecution witnesses lined up. </div><p>Among those set to take the witness stand are Commission on Audit-Intelligence and Confidential Funds Audit Office (COA-ICFAO) supervising auditor Xylene Mae Del Campo and former Office of the Vice President special disbursing officer (SDO) Gina Acosta and ex-and Department of Education SDO Edward Fajarda.</p><p>Benjamin &quot;Jay&quot; Tolosa Jr., legal spokesperson for the House prosecution panel, said Del Campo is expected to continue her testimony on Article I of the impeachment complaint, examining the utilization and liquidation of confidential funds.</p><p>Del Campo earlier told the Senate impeachment court that in her 12 years in the COA-ICFAO, it was only during Duterte’s term that the OVP submitted confidential fund liquidation documents including P500 million allocated to the OVP and an additional P112.5 million released to the DepEd. </p><p>The COA official took over the audit of the OVP’s confidential funds after auditor <a href="https://www.abs-cbn.com/news/nation/2026/8/5/wrap-tense-exchanges-as-state-auditor-wamil-wraps-up-testimony-2145">Roderick Wamil </a>was transferred to a different unit.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/8/5/wrap-tense-exchanges-as-state-auditor-wamil-wraps-up-testimony-2145">WRAP: Tense exchanges as state auditor Wamil wraps up testimony</a></div><p>Prosecution lawyer Lorna Kapunan noted it was Del Campo’s evaluation that led to the issuance of a COA notice of disallowance covering OVP confidential funds for Dec. 21 to 31, 2022.</p><p>Tolosa, meanwhile, said Acosta and Fajarda are expected to testify on how P612 million in confidential funds was spent. </p><p>“Saan napunta ang bulto-bultong pera at sino ang pinagbigyan nila?” he said in an interview.</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/1Z-6SZ4VvrI?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><p>Dean Ederson Tapia, president of the Philippine Society for Public Administration, earlier warned the two SDOs should take extra care after Senator-judge Imee Marcos maintained that Acosta and Fajarda are the accountable officers designated to handle the funds under the joint memorandum circular. </p><p>This, despite Wamil’s observation that the agency head - in this case, the Vice President - remains accountable since she approved the cash advances and signed off on the use of the funds.</p><p>“Kung ako yung dalawa, mas kakabahan ako kasi following the theory of Sen. Imee Marcos, e sila yung itinuturong may responsibilidad na kabuuan. Kung susundan yung kanyag pagtatanong, wala naman aniyang tunay na responsibilidad yung head of agency kundi yung mga SDO lang,” Tapia said.</p><p>“Parang ang dating sa akin nun, kung saka-sakali, they might be thrown under the bus. Kaya ang ano ko sa kanila, magdoble ingat sila.”</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/fjep-WU5lh0?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><p>House prosecutor Terry Ridon, meanwhile, said the prosecution would attempt to show and declare the 2 SDOs as <a href="https://www.abs-cbn.com/news/nation/2026/8/9/prosecution-to-present-duterte-disbursing-officers-as-hostile-witnesses-ridon-1013">hostile witnesses</a>. </p><p>A hostile witness is a person declared by the court as unwilling or adverse after showing hostile interest, reluctance, or misleading behavior.
