<p>MANILA — House Committee on Appropriations Chairperson and Nueva Ecija 1st District Representative Mikaela Suansing asserted on Tuesday that the 2026 national budget and the proposed 2027 national budget do not contain “insertions” or “pork barrel”.</p><p>She issued the statement after the Department of Budget and Management turned over to the House of Representatives the proposed P7.2 trillion National Expenditure Program (NEP) for 2027 of the Marcos Jr. administration.</p><p>Suansing said developing the NEP is “solely under the jurisdiction” of the executive department.</p><p>“Ang nabanggit nga po yata mayroon na ulit pork barrel na naipaloob. Talaga pong mariin naming itinatanggi at kinokontra ‘yung statement na ‘yun, sapagkat up until this point po, wala pa po kaming nakikita sa parte ng Kongreso na nilalaman ng NEP,” she stressed.</p><p>“So yung akusasyon na may insertions, imposible po ‘yun. Paano po kami makakapag-insert nang hindi pa naman nakikita ‘yung NEP in the first place,” Suansing added.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/8/11/senate-receives-proposed-p7-2t-2027-budget-1731">Senate receives proposed P7.2T 2027 budget</a></div><p>As for the 2026 national budget, the House panel chair said the deliberations had been “transparent”.</p><p>“Last year naman po nakita natin lahat ng amendments na ipinasok natin. Lahat ‘yun institutional amendments ipinakita namin line by line kung ano ‘yung amendments natin. 2026 man o 2027, wala pong insertion,” Suansing stressed.</p><p>House Prosecutor and Bicol Saro Party List Rep. Terry Ridon raised questions on claims of “insertions” in the proposed 2027 national budget.</p><p>“Ngayong araw pa lang itinurn over ng ehekutibo sa Kongreso ‘yung National Expenditure Program for 2027. Ang may absolute control over the NEP ay ‘yung ehekutibo, hindi ang mga kongresista at senador. Wala pang deliberasyon ‘yung House Committee on Appropriations, so paano magkakaroon ng pagkakataon ang House Impeachment Prosecutors na pakialaman, mag-insert sa budget na ito?” he said.</p><p>“Mayor, pangalanan n’yo po kung sino ‘yung House impeachment prosecutors na sinasabi ninyong sangkot dito sa mga insertions sa ating budget,” Ridon added.</p><p>“Ang ganitong naratibo ay nagsisilbi doon sa interes ng Pangalawang Pangulo. Ito po ay hinihingi na wasakin ang kredibilidad ng prosekusyon. But we will not be swayed, we will not be distracted.
