<p>MANILA — Vice President Sara Duterte’s grave threats against President Ferdinand Marcos Jr. last year carries an “element of inciting to sedition,” Communications Undersecretary Claire Castro said on Thursday.</p><p>Castro gave the statement a day after the Department of Justice (DOJ) confirmed that a grave threats complaint was filed against Duterte for earlier saying that she wanted to cut off Marcos’ head, and that she has contracted an individual to assassinate the President and some of his relatives should an alleged kill plot against her succeed.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/8/11/grave-threats-complaint-filed-vs-vp-sara-duterte-before-qc-court-doj-1619"><strong>Grave threats complaint filed vs. VP Sara Duterte before QC court—DOJ </strong></a> </div><p>“Ang effect nun, there is this intention to sow hatred against the President, against the government,” Castro said in a Palace briefing.</p><p>“For me, there is this element of inciting to sedition,” she said.</p><p>The Revised Penal Code’s Article 142 qualifies inciting to sedition as an act of a person to “incite others to the accomplishment of any of the acts which constitute sedition, by means of speeches, proclamations, writings, emblems, cartoons, banners, or other representations tending to the same end.”</p><p>“May nakitang ebidensya… Hindi nila maikakaila yung video na napanood na ng ,” Castro said.</p><p>“Mismong kaalyado ng bise ang nagsabi na kung grave threats lang yan, sampahan na lang ng kaso… Sinunod lang yung suhestiyon,” she said.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/15/prosecution-drops-more-witnesses-on-impeachment-article-on-grave-threat-1739"><strong>Prosecution drops more witnesses on impeachment article on &#x27;grave threat&#x27;</strong></a></div><p>There will be no overlap between the grave threats case lodged against Duterte before a Quezon City court and the grave threats article that is part of the vice president’s impeachment trial, the Palace official said.</p><p>One case seeks to determine Duterte’s fitness to stay in office, while the other deems to hold her accountable should she be found guilty of the violation, she said.</p><div> </div>
