MANILA — Ombudsman Jesus Crispin Remulla said the Department of Public Works and Highways has failed to deliver high-quality infrastructure for government agencies, which is why public-private partnerships are being favored for major projects.Public-Private Partnerships are collaborations with private firms, who put up the money and implement the project in exchange for a return on their investment from public funds or through tolls, fees and similar charges.“We have to take a cue from the quality of work that happens with government projects… As it is right now, wala tayong maasahan sa [DPWH],” Remulla said on his radio show on Saturday, August 15.(As it is right now, we can&#x27;t count on the DPWH.)<div><a href="https://www.abs-cbn.com/news/business/2026/7/10/ph-shifts-from-debts-to-ppps-as-p334-7-billion-flagship-projects-move-toward-award-1257">PH shifts from debts to PPPs as P334.7-billion flagship projects move toward award </a></div>Remulla cited the supposed failure of the more than P9-billion University of the Philippines-Philippine General Hospital Cancer Center Project, the new Bureau of Immigration building, and the new National Bureau of Investigation headquarters.In a statement on Sunday, DPWH Secretary Vince Dizon said he agrees with Remulla, pointing to internal systems within the agency that allow such problems to occur.He said without a &quot;thorough reform&quot; of the DPWH, the partnerships &quot;remain the far better option for large-scale, complex infrastructure like government buildings.&quot;Remulla had cited the new BI building, which he said has cost more than P8 billion and has already been “10 years in the making.”Dizon said he was furious about the project, which he said was &quot;poorly executed&quot; and unacceptable. He said the project showed &quot;the exact structural problems&quot; at DPWH.Remulla also earlier said he urged the NBI to acquire an existing building which he said would have better quality than a newly constructed headquarters. He said doing that would be &quot;like a PPP in reverse.&quot;Dizon said he is willing to discontinue the project with NBI and coordinate with the agency to explore “practical options” for its headquarters.Think tank IBON Foundation and other critics of PPPs say the arrangement prioritize private profit and could saddle users with fees that are too high.
