MANILA — Government offices in Metro Manila and in parts of central and southern Luzon from noon on Monday, August 17, because of heavy rains, Malacañang said.In Memorandum Circular 127, the Palace said alternative work arrangements, which may include work-from-home and flexitime policies, are also authorized in the following provinces:<ul><li>Bataan</li><li>Batangas</li><li>Bulacan</li><li>Cavite</li><li>Laguna</li><li>Nueva Ecija</li><li>Occidental Mindoro</li><li>Pampanga</li><li>Quezon</li><li>Rizal</li><li>Tarlac</li><li>Zambales</li></ul><div> </div>The order does not cover agencies that deliver basic and health services, disaster response and other vital services.Heavy rain enhanced by Habagat have triggered <a href="https://www.abs-cbn.com/news/nation/2026/8/16/-walangpasok-class-suspensions-for-august-17-2026-1813">class suspensions in many areas of Luzon.</a>Classes in the areas where alternative work arrangements will also shift to alternative learning modes unless local chief executives say otherwise, the Palace said.It also said local chief executives may implement the localized cancellation or suspension of classes and of work in government offices in there areas. — Harlene Delgado, ABS-CBN News
