<p>MANILA — Piles of garbage were left along Nicanor Reyes Street in front of Far Eastern University after floodwaters subsided before dawn on Tuesday.</p><p>Debris accumulated along the center island and sidewalks, with some getting caught in fences around 1:30 a.m.</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F921993050374720%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe> </span>Major roads along Taft Avenue are now passable and free of flooding, including Quirino Avenue, the Philippine General Hospital area, United Nations Avenue, Kalaw Road, and Liwasang Bonifacio.</div><p>Large portions of Rizal Avenue are also now passable, particularly Carriedo, Recto, Doroteo Jose, Tayuman, and Blumentritt.</p><p>However, as of 1:30 a.m., gutter-deep flooding remains in parts of Bambang, while knee-deep waters were observed at the corner of Jose Abad Santos and Tayuman.</p><p>Floodwaters along España Boulevard have likewise subsided after the city experienced only light rains or drizzles overnight.</p><p>The <a href="https://www.abs-cbn.com/news/weather-traffic/2026/8/18/habagat-prevails-in-luzon-visayas-as-pagasa-monitors-two-lpas-0759">southwest monsoon or Habagat</a> was still prevailing over Luzon and Visayas on Tuesday, PAGASA said.
