Jonathan Cellona, ABS-CBN News </span></span></span></div><p>MANILA — The House of Representatives has cancelled its plenary session on Tuesday due to “inclement weather”. </p><p>House Secretary General Cheloy Garafil issued the advisory “by authority of the Speaker”, amending a Monday advisory stating that the August 18 plenary session shall be held virtually. </p><p>“In view of the prevailing inclement weather conditions, please be informed that the Plenary Session scheduled today, 18 August 2026, is hereby CANCELLED. Accordingly, the Advisory dated 17 August 2026 is hereby AMENDED only insofar as the provision therein pertaining to the conduct of the Plenary Session via Zoom is concerned,” the advisory stated. </p><p>“All other provisions of the said Advisory dated 17 August 2026, including those pertaining to the Work-from-Home arrangement for the Secretariat, the conduct of Committee meetings at the discretion of the respective Chairs, and the rescheduling of the budget briefings, shall remain in full force and effect,” it added. </p><p>The <a href="https://www.abs-cbn.com/news/weather-traffic/2026/8/18/habagat-prevails-in-luzon-visayas-as-pagasa-monitors-two-lpas-0759">southwest monsoon or Habagat</a> was still prevailing over Luzon and Visayas on Tuesday, PAGASA said.
