Salvador “Paolo” Panelo Jr. in an online press briefing said it was practical to consolidate and resolve the complaints together as they “cover essentially the same facts, events, and circumstances.”</p><p>“I don’t see any reason why it shouldn’t be granted,” he said. </p><p>“Ang advantage para sa ‘min is ‘yun nga, naniniwala kasi kami na ‘yung supplemental affidavit at ‘yung mga kasinungalingan doon ay isa sa mga nagpapatunay na perjurious din ‘yung first affidavit niya,” he added. </p><div><a href="https://www.abs-cbn.com/news/nation/2026/4/15/who-is-ramil-madriaga-1437">Who is Ramil Madriaga?</a></div><p>But Panelo noted that the court could still deny their motion as the<a href="https://www.abs-cbn.com/news/nation/2026/3/4/sara-duterte-madriaga-perjury-complaint-0951"> first perjury complaint </a>that was filed last March had been submitted for resolution.</p><p>The second perjury complaint <a href="https://www.abs-cbn.com/news/nation/2026/8/17/sara-duterte-files-fresh-perjury-complaint-vs-self-confessed-bagman-madriaga-1309">filed by Duterte earlier this week</a> tackled Madriaga’s supplemental affidavit executed on April 11 which he also read during the House Committee on Justice hearing on April 14. </p><p>Asked why it took them months to file a fresh complaint, Panelo said “it just wasn’t the priority at that time”.</p><p>“We were prepared naman to file soon after the affidavit was executed but it wasn’t one of the priorities of the vice president at that time,” he said. </p><div><a href="https://www.abs-cbn.com/news/nation/2026/4/15/sara-duterte-says-madriaga-cannot-even-weave-a-believable-lie-0947">&#x27;They cannot even weave a believable lie&#x27;: Sara Duterte takes issue with Madriaga&#x27;s law school claims</a></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/Xz6lLTTzWmY?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><div><br/></div><div><strong>IMPEACHMENT</strong></div><div><br/></div><p>Apart from holding Madriaga “accountable”, Panelo said they pursued the complaint to show to the public the credibility of the prosecution’s planned witness in <a href="https://www.abs-cbn.com/news/sara-duterte-impeachment-trial">Duterte’s impeachment trial </a>and to “put pressure” on the justice department.</p><p>“The reason why we exerted all this effort to file this second complaint is because we want to show the people also na ganitong klaseng testigo ang balak gamitin ng prosecution laban kay VP Sara —malicious, baseless and desperate witness. So ganun din ‘yung karakter ng mga taong nasa likod ng impeachment. Wala talaga silang basehan, talagang pulitika lang ang habol nila,” he said.</p><p>“We went through all this effort to put pressure also on the Department of Justice kasi alam naman natin na of course, kontrolado sila ng Malacañang. The secretary of Justice is of course a Cabinet member of PBBM na kalaban sa pulitika ng ating vice president. Raymund Palad, Madriaga’s counsel, told ABS-CBN News that they would not object to Duterte’s motion to consolidate “due to similarities of issues and parties involved.”</p><p>Madriaga’s camp earlier welcomed Duterte’s filing of the new perjury complaint and said their client “will not be intimidated into silence.”</p><p>“Every proceeding carries its own evidentiary threshold. We welcome the opportunity to confront these accusations at every stage and under every applicable quantum of evidence. The more forums in which the truth is tested, the more opportunities there are for the truth to prevail,” Palad Lauron Palad &amp; Te Law Firm said in a statement.</p><p>“If the purpose of this latest complaint is to intimidate, silence, or pressure our client, it will achieve the exact opposite. It merely gives him another forum, another proceeding, and another opportunity to prove the truth of his statements before the proper authorities,” it added.</p><p>Madriaga’s camp further highlighted that a complaint “does not establish guilt,” noting that “what ultimately matters is the quality, credibility, and evidentiary value of what is presented.”</p><p>“Our client will not be intimidated into silence.
