<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1787210550547viber_image_2026-08-20_03-08-08 (5).jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">A child holding his head in pain. <em>📷༘ Mohamad Azaam, Unsplash</em><br/></span></span></span></div><p>MANILA — Authorities cannot yet ascertain if the child in conflict with the law (CICL) behind the August 18 shooting incident in the Ateneo de Zamboanga University (AdZU) was under the influence of any gaming platform.</p><div><a href="https://www.abs-cbn.com/news/health-science/2026/8/19/school-shooting-psychiatrist-warns-of-copycat-risk-lists-possible-warning-signs-1155">School shooting: Psychiatrist warns of copycat risk, lists possible &#x27;warning signs&#x27;</a></div><p>The Cybercrime Investigation and Coordinating Center (CICC), during the hearing of the Senate Committee on Women, Children, Family Relations and Gender Equality, said they are still waiting for the cyberwarrant to investigate the CICL’s gadgets and social media accounts.</p><p>“We have several leads po na bantayan and several intelligence reports na sinasabi yung mga, dito ho kumakalat siguro yung mga spekulasyon na baka may gaming platform na involved kasi yung mga alleged pinsan sinasabi na babad daw itong batang ito sa isang gaming platform but nothing conclusive, your honor, unless we get a hold of the warrant and investigate really,” said CICC Executive Director Renato Paraiso on Thursday.</p><p>He said they are working with the Supreme Court to hasten the issuance of the cyberwarrant.</p><p>“If ever the warrant comes out, madam chair, the implementation of those warrants medyo matatagalan din po. To manage expectations po, matatagalan po yan because it will go through several countries. It highlights the problem po talaga ng jurisdiction over the platforms, whether it’s the social media platform of the child, whether its as the messaging platform, if there was predation, if there was grooming,” Paraiso also mentioned.</p><p>Col. Richmond Tadina, Deputy Director for Administration of the Philippine National Police Anti-Cybercrime Group, said the parents have turned over the mobile phone and laptop of the CICL to the PNP Region 9.</p><p>Sen. Risa Hontiveros, chairperson of the committee, pointed out that the livestream of the shooting lasted for 14 minutes before it was taken down by Meta, the parent company of social media platform Facebook.</p><p>She asked CICC if it has no means to take down videos like this.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/8/20/ateneo-de-zamboanga-provides-psychosocial-support-to-180-after-school-shooting-0024">Ateneo de Zamboanga provides psychosocial support to 180 individuals after school shooting</a></div><p>“That’s the problem, madam chair, we don’t have jurisdiction over these platforms whether it’s social media platforms, the gaming platforms, messaging platforms, streaming platforms,” Paraiso said. “This might be one of the gaps in the, in our laws and in our legislation na wala pong partikular na ahensiya na nagtuturo.”</p><p>“It is a very big and dangerous gap,” agreed Hontiveros. </p><p>Paraiso proposed to give CICC jurisdiction over these platforms.</p><p>“In proposing legislation, madam chair, we also propose that we have jurisdiction also on messaging platforms not only Telegram but also certain web-based chat groups like Discord,” Paraiso said.</p><p>He admitted that some videos related to the AdZU shooting may still be circulating on social media, which is why he appealed to the public to report these to them.</p><p>No representative of Meta attended the hearing.</p><p>&quot;You have to do better,” Hontiveros called out Meta. “Yung kalat niyo, basura niyo sa inyong powerful platform linisin niyo wag niyong iwan lahat sa CICC.”</p><p>The shooting incident happened in the AdZU campus for kinder, elementary and junior high students where two students were killed, while one is still recovering in the hospital after being grazed by a bullet.</p><div><br/></div><div><strong>RELATED VIDEOS</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/qooNKLNHegQ?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/uaVWeBnE4K8?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
