Persistent rain brought by the enhanced southwest monsoon caused water levels in the San Juan River to rise, triggering a relentless cycle of flooding and carrying garbage from nearby areas directly into their neighborhood.<em> Jonathan Cellona, ABS-CBN News </em></span></span></span></div><p>MANILA — At least 88 cities and municipalities have so far declared a state of calamity due to the combined effects of recent typhoons Luis and Maymay, as well as the southwest monsoon or habagat, the National Disaster Risk Reduction and Management Council (NDRRMC) reported Friday.</p><p>In Pangasinan, Dagupan City and the towns of Santa Barbara, Mangaldan, Bugallon, and Mangatarem have declared a state of calamity.</p><p>Also under a state of calamity are Masinloc, Zambales; Rodriguez, Rizal; and Nasugbu, Batangas.</p><p>Meanwhile, Bataan, Bulacan, Pampanga, and Cavite have declared a province-wide state of calamity.</p><p>Under a state of calamity, the government will release emergency funds like the Quick Response Fund, control the prices of basic goods to stop hoarding, and speed up relief, rescue, and rehabilitation work to address widespread destruction, major property loss, and disrupts normal daily life, commerce, and livelihoods.</p><p>The NDRRMC has so far logged 29 deaths, 19 injured persons, and three missing due to the weather disturbances.</p><p>At least 1.9 million families, or 6.6 million persons, were affected. Of these, 15,523 families or 52,543 persons were staying in 701 evacuation centers.</p><p>About 2,110 houses were damaged.
