Maria Tan, ABS-CBN News/File </span></span></span></div><p>MANILA — Vice President Sara Duterte on Friday underscored the need for “concrete action” and “policy enforcements” to help rehabilitate the lives of communities that fell victim to terrorism.</p><p>The Philippines “knows the true cost of terror” as the country knows its horrors “from the ground through its actual impact, from the communities long affected by local insurgencies and violent extremism across our islands,” Duterte said in a recorded video uploaded on the International Day of Remembrance and Tribute to the Victims of Terrorism.</p><p>“We cannot build a culture of remembrance in monuments and moments of silence alone,” Duterte said.</p><p>“True remembrance demands concrete action, an active commitment to justice, policy enforcements and comprehensive rehabilitation,” she said.</p><p>“A state that honors its victims must take absolute responsibility for securing its borders and rebuilding what was destroyed,” she added, noting that the government owes this “to every displaced family and every disputed community.”</p><p>The ill effects of terrorism are not temporary, said Duterte, who hails from Mindanao, which was once plagued by pockets of terrorist insurgents. </p><div><a href="https://www.abs-cbn.com/news/regions/2026/6/29/195-high-caliber-firearms-turned-over-to-gov-t-as-marcos-visits-new-military-camp-in-sulu-1832">195 high-caliber firearms turned over to gov’t as Marcos visits new military camp in Sulu </a></div><p>“Sinisira nito ang takbo ng buhay ng susunod na henerasyon.
