MANILA — The House of Representatives approved on third and final reading on Tuesday House Bill 10134 declaring September as the National Bullying Awareness and Prevention Month each year.The measure obtained 245 votes in the affirmative with none in the negative and no abstentions. This is meant to show the importance of protecting the youth from abuse, cruelty, and exploitation, while promoting safe learning environments and ensuring equitable access to quality education, according to the committee report on the bill.Should the National Bullying Awareness and Prevention Month Act be passed into law, the Department of Education (DepEd), along with the National Youth Commission (NYC) and the Council for the Welfare of Children (CWC), will prepare an annual program of activities for this.Also approved on third reading with a vote of 244-0-0 was House Bill 9597 for the inclusion of a representative from the Balik-Islam community in the National Commission of Muslim Filipinos (NCMF). This seeks to amend Section 5 Article I of RA 9997 or the National Commission on Muslim Filipinos Act of 2009.Based on the committee report on the measure, this is meant to strengthen inclusivity and ensure broader representation of Muslim Filipinos in the NCMF.During plenary session as well, the lower chamber approved on second reading a number of measures, including House Bill 100559 on strengthening occupational safety and health standards by integrating climate-adaptive measures.House Bill 9702 on fixing the share of the local government unit hosting gaming operations licensed or operated by the Philippine Amusement and Gaming Corporation (PAGCOR) in the proceeds of franchise tax likewise gained approval on the second reading.
