<p>MANILA — The Sandiganbayan Sixth Division denied the motion to quash filed by USWAG Ilonggo party-list Rep. James Ang, who is facing a <a href="https://www.abs-cbn.com/news/nation/2026/7/25/multiple-graft-cases-filed-against-rep-jojo-ang-arnulfo-go-over-infrastructure-projects-1527">graft case</a> over alleged conflict of interest in infrastructure projects.</p><p>In a resolution promulgated on Monday, the anti-graft court rejected the bid submitted by Ang, who sought to dismiss the case and release his posted cash bond on the grounds that the court lacked jurisdiction. </p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/28/uswag-ilonggo-rep-jojo-ang-posts-bail-for-graft-case-1042">Uswag Ilonggo Rep. Jojo Ang posts bail for graft case </a></div><p>The prosecution alleged that Ang unlawfully maintained a financial interest in Allencon Development Corporation, where he owned 500 shares in March 2023.</p><p>It also claimed that the firm secured an P8.18-million contract with the Department of Public Works and Highways for road projects in Iloilo and Antique, which the prosecution alleged caused prejudice and damage to the government and public interest.</p><p>Ang argued that regional trial courts have exclusive jurisdiction over cases lacking explicit damage amounts or bribery. He said the P8.18 million figure pertained to the total cost of the project rather than a specific quantified amount of damage.</p><p>However, the prosecution argued that the term “damage” under Republic Act No. 10660 should be interpreted in its “plain, ordinary, and generic meaning” rather than a specific element of a crime.</p><p>The court noted that although earlier drafts proposed sending unquantifiable damage cases to regional trial courts, lawmakers struck out those provisions because serious malfeasance, misfeasance, and conflict-of-interest violations do not always present direct material losses.</p><p>&quot;Such non-mention of any amount of damage to the government, coupled with the accusation that the alleged prohibited act was done in violation of the Constitution and in contravention of public policy, would indicate that the resultant damage alleged in the Information is unquantifiable,&quot; the resolution read.</p><p>&quot;The crime charged in the present case is, thus, one which the Congress intended to remain under the exclusive original jurisdiction of the Sandiganbayan,” it added. </p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/zzoxcIggFYk?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
