MANILA — Senate Finance Committee Chair JV Ejercito is pushing for the enactment of the proposed Masterplan for Infrastructure and National Development Act to help curb corruption in infrastructure projects, such as in the flood control scandal.He said the proposed law &quot;allows us to hit two birds with one stone&quot; because it will create jobs, attract investments, and spur development and help prevent &quot;ghost&quot; projects and those that aren&#x27;t necessary.He said that without a master plan, infrastructure projects would be done haphazardly and in a piecemeal fashion.&quot;Hindi puwedeng may flood control project na walang river-basin plan... Hindi puwedeng magtayo tayo ng pabahay na malayo sa trabaho, paaralan, ospital, at pampublikong transportasyon,&quot; he said.(We cannot have a flood control project without a river basin plan.
