Jonathan Cellona, ABS-CBN News/File"/><span class="fr-inner" style="text-align:left">Utilizing modern instruments, experts test building materials like concrete, cement, and steel bars at the construction site of the collapsed nine-storey building in Barangay Balibago, Angeles City, Pampanga, on Tuesday, May 26, 2026. <em>Jonathan Cellona, ABS-CBN News/File</em></span></span></span></div><p>MANILA — The Department of Labor and Employment (DOLE) has upheld the P11.49-million liability of the contractor of the building that collapsed in Angeles City, Pampanga last May.</p><p>The agency announced Saturday that it is upholding the liability of Golden Years Construction and Steelworks Corporation and Ernest Jackson Lim over unpaid workers&#x27; benefits and serious occupational safety and health (OSH) violations.</p><p>The amount includes P1.17 million in unpaid wages during the Work Stoppage Order (WSO), underpaid wages, unpaid rest day premium, and holiday pay, as well as P10.32 million in administrative fines for OSH violations.</p><p>In June, DOLE had ordered the owner and contractor of the collapsed building to pay over P11-M in labor liabilities and administrative fines. </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/regions/2026/6/17/dole-orders-angeles-collapsed-building-owner-contractor-to-pay-p11-million-liabilities-fines-1256">READ: DOLE orders Angeles collapsed building owner, contractor to pay P11-million liabilities, fines</a></div><p>The nine-story condominium project in Angeles collapsed onto a nearby hotel before dawn on May 24. The death toll due to the collapse reached 30.</p><p>The resolution, signed by Labor Secretary Francis Tolentino last August 17, modifies the June 2026 order.
