Francis Orcio, ABS-CBN News"/><span class="fr-inner" style="text-align:left">DPWH Secretary Vince Dizon and MMDA General Manager Nicolas Torre III inspect a collapsed wall along EDSA Ayala, August 8, 2026. <em>Francis Orcio, ABS-CBN News</em></span></span></span></div><p>MANILA -- Flood monitoring and mitigation efforts in Metro Manila are showing signs of improvement amid continued rains, although authorities acknowledged that the capital’s longstanding flooding problem will require sustained interventions.</p><p>Department of Public Works and Highways (DPWH) Secretary Vince Dizon said several areas have shown improvements following drainage works and other flood-control measures, including Araneta Avenue and portions of Taft Avenue.</p><p>&quot;Marami pa ring areas na binabaha. Hindi naman mawawala nang overnight ito. Nakikita natin na &#x27;pag meron tayong ginagawang intervention na maayos, kamukha sa G. Araneta [and] sa parts of Taft Avenue na inayos natin &#x27;yong drainage, talagang nakikita natin &#x27;yong improvement,&quot; Dizon explained.</p><p>&quot;Pero marami pa tayong gagawin... &#x27;Yon ang maganda, mas mabilis na bumababa [humuhupa ang baha],&quot; he added.</p><p>He attributed the improvement partly to the joint efforts of the DPWH and the Metropolitan Manila Development Authority (MMDA), particularly in clearing and dredging waterways and improving drainage systems.</p><p>MMDA General Manager Nicolas Torre III, meanwhile, said the agency continues to monitor flood conditions across Metro Manila amid persistent rains.</p><p>Metro Manila experienced rain throughout Saturday after state weather bureau PAGASA raised a Heavy Rainfall Warning over the region for much of the day due to the enhanced southwest monsoon.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/weather-traffic/2026/8/9/floods-swamp-parts-of-metro-manila-nearby-areas-red-level-heavy-rainfall-alert-raised-0021">READ: Floods swamp parts of Metro Manila, nearby areas</a></div><div><br/></div><div><strong>FLOOD-CONTROL ISSUES OUTSIDE METRO MANILA</strong></div><p>Dizon also pointed to longstanding infrastructure challenges outside Metro Manila, including persistent flooding in Macabebe and Masantol in Pampanga.</p><p>He said the two municipalities are particularly vulnerable because they are below sea level and receive water both from the Pampanga River and the sea.</p><p>&quot;Ang Macabebe at Masantol, ang problema d&#x27;yan, talagang below sea level ang mga LGU na &#x27;yan. Ang problema, merong tubig na nanggagaling sa bundok, sa Pampanga River, and merong water coming from the ocean, from the sea,&quot; Dizon said.</p><p>Dizon noted that the absence of planned dams upstream of the Pampanga River has contributed to the problem, identifying such infrastructure as part of the long-term solution to reducing flooding in the two municipalities.</p><p>&quot;Ang problema d&#x27;yan, &#x27;yong mga dapat na ginawa matagal na, &#x27;yong mga dam sa taas ng Pampanga River, never ginawa. So, &#x27;yon ang ultimate solution sa flooding para mabawasan ang pagbaha sa Macabebe at sa Masantol,&quot; he explained.</p><p>He said these interventions now need to be properly planned and implemented.</p><p>Dizon was also asked about a flood-control structure in Barangay Tagumpay, Sablayan, Occidental Mindoro, that was reportedly deteriorating due to rising river water and was allegedly left unfinished by Sunwest Corporation.</p><p>&quot;Kung naiwan ng Sunwest, siguradong kurakot &#x27;yan. Sigurado iyon. Sunwest eh. Zaldy Co &#x27;yan e. &#x27;Di ba?
