Photo courtesy of Rizalyn Muñoz"/><span class="fr-inner" style="text-align:left">Rescue operations in Parañaque City on August 9, 2026. <em>Photo courtesy of Rizalyn Muñoz</em></span></span></span></div><p>MANILA -- A rope became a lifeline for residents of Barangay San Isidro in Parañaque City after floodwaters rapidly rose following hours of heavy rain brought by the southwest monsoon or habagat on Saturday night, August 8.</p><p>Residents held on to the rope as they waded through the floodwaters while others used it to help rescue their neighbors and guide them to safety.</p><p>Others were evacuated using a bathtub that served as a makeshift rescue boat on the way to an evacuation center.</p><p>Resident Vice Urmeneta, who took a video of the flooding, said water from a creek located beside their homes quickly overflowed. </p><p>“Sa mga [corrupt] diyan, sana mapanood n’yo to. Kasi hindi po biro ‘yong dinadanas namin dito. Sobrang hirap po, halos lampas tao ang baha dito. Halos ano namin to nararanasan, taon-taon. Kahit wala pong bagyo, tumataas pa rin po dito ‘yong baha,” said Urmeneta.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/weather-traffic/2026/8/9/enhanced-monsoon-rains-due-to-typhoon-dolphin-trigger-flooding-in-ph-1856"><strong>Enhanced monsoon rains due to typhoon Dolphin trigger flooding in PH </strong></a> </div><p>After floodwaters subsided, residents were left to deal with their soaked belongings. </p><p>“Nagtulong-tulong, mag-akyat ng gamit. Pinagpatong-patong namin diyan. Ang kaso inabot pa rin ho,” said resident Arlene Cahilig, who was trying to save some of their clothes.</p><p>“Pag malakas ang ulan sir, konting ano lang, baha na dito, sir. Sana nga hindi ra umulan para hindi na bumaha sa amin. Sana po sa makakatulong po sa amin, sana po tulungan n’yo kami. Marami po kaming nabaha rito, hindi lang po ako,” resident Lorna Aquino added.</p><p>Some families chose to remain at the evacuation center.</p><p>Among them was Rizalyn Muñoz, 33, who was evacuated with her four-month-old baby and three other children. </p><p>She said she had to place her infant in a basin to keep the baby safe during the evacuation.</p><p>“Ang hirap po kasi first time ko lumikas nang may baby. Tapos nabasa pa ‘yong baby ko. Umuulan, parehas kami nabasa. Biglaan po, hindi po namin alam e. Kasi ulan lang tapos tuloy-tuloy na po ‘yong taas ng tubig,” said Muñoz. </p><p>Muñoz said they will only return home once the weather improves.</p><p>According to the Parañaque City local government, 544 families, or 1,951 individuals, were evacuated to 15 evacuation centers in the city. </p><div><br/></div><div><strong>PASCUAL COMPOUND RESIDENTS SEEK PERMANENT FIX TO FLOODING</strong></div><p>But for residents of Pascual Compound 1 in Barangay San Antonio, flooding is not just a problem during heavy rains. </p><p>Janet Parza, an official of the neighborhood association, said their community has been dealing with standing water for years.</p><p>“Limang taon na po naming tinitiis na laging may tubig sa aming lugar. Mabaho. Wala po kaming tinatapunan ng tubig. Kahit hindi po sa amin umuulan, baha po talaga dito sa amin,” said Parza.</p><p>Parza said the area has no proper drainage system, leaving floodwater with no clear route out of the community. She also said a neighbor died of leptospirosis last year.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2026/8/9/marcos-directs-concerned-agencies-to-remain-on-heightened-alert-amid-habagat-1925"><strong>Marcos directs concerned agencies to remain on heightened alert amid Habagat</strong></a></div><p>“Pag pumapasok din po ang mga bata kawawa din po kasi ang dinadaanan nila may tubig lalo na po sa mga senior namin, nahihirapan din po sila.” </p><p>Residents are now appealing for a long-term solution to the recurring flooding.</p><div><br/></div><div><strong>PARAÑAQUE LGU’S RESPONSE</strong></div><p>The Parañaque City LGU, however, confirmed that the area currently has no direct outfall or discharge point for its drainage system. </p><p>The city government said the previous drainage connection was also affected by the adjacent condominium, resulting in limited water flow and water accumulation in the area.</p><p>It said the City Mayor’s Office, City Engineering Office, CENRO, the concerned barangay and other offices are coordinating on possible measures, including discussions with adjacent homeowners’ associations on providing access for a proper drainage route. </p><p>However, the LGU said there is also a challenge involving the road within the area.</p><p>“One of the challenges is that the road within the area is privately owned and has not yet been donated to the City, which limits the immediate interventions that can be undertaken by the LGU,” the city government said.</p><p>For now, the LGU said CENRO and other concerned offices have been conducting siphoning operations to remove accumulated water.</p><p>The MMDA conducted siphoning in the area on August 7, 2026, but water accumulated again the following day due to continued rainfall. </p><p>CENRO also conducted siphoning on the morning of August 8, but the city government said water again accumulated in the area after heavy rainfall that afternoon.</p><p>The city government explained that siphoning alone cannot permanently address the problem.</p><p>“This situation may recur whenever there is significant rainfall because, without a permanent outfall or proper discharge point, the water can accumulate again even after siphoning,” it said.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/weather-traffic/2026/8/9/enhanced-monsoon-rains-due-to-typhoon-dolphin-trigger-flooding-in-ph-1856"><strong>Enhanced monsoon rains due to typhoon Dolphin trigger flooding in PH </strong></a> </div><p>The LGU also maintained that the residents’ concern is being addressed.</p><p>“Rest assured that the concern is being monitored and is not being disregarded,” the city government said.</p><p>It added that during periods of heavy rainfall, CENRO and other responding offices also have to attend to multiple affected areas, particularly main roads and other critical locations requiring immediate assistance.</p><p>The city government added it continues to coordinate and explore measures toward a more permanent drainage solution for the area.</p><div> </div><div><strong>RELATED VIDEO:</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/XmL_rmOmZmA?autoplay=1&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
