Maria Tan, ABS-CBN News </span></span></span></div><p>MANILA (<strong>UPDATE</strong>) — An Army officer who testified Tuesday at the Senate impeachment trial of Vice President Sara Duterte confirmed that the Department of Education did not provide confidential funds for the conduct of Youth Leadership Summits and Information Education Campaigns in 2023.</p><p>The youth summits and education campaigns, although conducted in partnership with the DepEd and other agencies, were not done with confidential funds from the DepEd, said Army Col. Manaros Boransing II.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/9/1/escudero-photos-of-ovp-s-ortonio-wearing-an-earpiece-on-witness-stand-are-fake-1049">Escudero: Photos of OVP&#x27;s Ortonio wearing an earpiece on witness stand are fake</a></div><p>Boransing&#x27;s testimony followed the prosecution&#x27;s assertion that his certification of the activities issued to the DepEd was used by the agency to back documents submitted to the Commission on Audit to justify its P15.54 million in alleged confidential-fund rewards.</p><p>Boransing was assistant chief of staff for civil-military operations (G7) of the 1st Infantry &quot;Tabak&quot; Division and was responsible for supervising and monitoring the events when he issued the certification on January 1, 2024. </p><p>He is currently the commander of Task Force Zamboanga under the 1st Infantry &quot;Tabak&quot; Division of the Philippine Army.</p><p>The Philippine Army conducted the eight Youth Leadership Summits and 53 Information Education Campaign activities from January to December 2023, which were aimed at preventing the youth from being recruited by extremist groups.</p><p>The prosecution alleged that Duterte and her subordinates at the DepEd &quot;misrepresented the purpose and evidentiary value of Colonel Boransing’s certification, using proof of independently conducted Philippine Army programs to justify P15.54 million in alleged confidential-fund rewards with which neither the Colonel nor the certified activities had any demonstrated connection.&quot;</p><p>The Army officer explained that the resources used for the activities came from various government agencies and local government units and that &quot;there was no funding released to the 1st Infantry Division&quot; from the DepEd.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/9/1/impeach-trial-day-20-to-tackle-deped-confidential-funds-0913">Impeach trial Day 20 to tackle DepEd confidential funds</a></div><p>During interpellation by presiding officer Francis Escudero, however, Boransing acknowledged that he would not know whether the DepEd used its own confidential funds to attend the summits.</p><p>Lead defense lawyer Sheila Sison pointed out that Boransing&#x27;s certification was only one of the certifications issued in connection with the youth summits.</p><p>Sison said that the certifications were issued &quot;for whatever legal purpose&quot; they may serve.</p><p>The top defense lawyer also noted that while they could agree with the prosecution that there was no &quot;agency-to-agency&quot; transfer of confidential funds from the DepEd to the Philippine Army, she said they would &quot;never stipulate that there were no confidential information or intelligence information shared by the DepEd&quot; to the military.</p><p>A former bank manager had testified that the DepEd under Duterte took out P112.5 million in confidential funds through former special disbursing officer Edward Fajarda in three encashments or P37.5 million each.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/29/ovp-s-p500m-bank-withdrawal-unusual-ex-landbank-exec-says-1225">OVP&#x27;s cash withdrawals &#x27;unusual&#x27; — ex-bank managers</a></div><p>Duterte is fighting allegations of misuse, misappropriation and irregular liquidation of confidential funds totaling P612.5 million, of which P500 million was for OVP and P112.5 million for the Department of Education, which she headed from 2022-2024. </p><p>She has denied the allegations.</p><div><br/></div><div><strong>WATCH:</strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/ec-lQH6pFrI?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
