Maria Tan, ABS-CBN News&nbsp;</span></span></span></div><p>MANILA &mdash; The Commission on Audit said Thursday it would come out &ldquo;in a month or so&rdquo; with a ruling on the Office of the Vice President&#39;s motion for reconsideration for ruling upholding the notice of disallowance issued against its confidential funds, now the subject of the<a href="https://www.abs-cbn.com/news/sara-duterte-impeachment-trial">&nbsp;impeachment trial of Vice President Sara Duterte.</a></p><p>&ldquo;Siguro po mga a month or so lang po, tapusin na po namin,&rdquo; COA Chairman Gamaliel Cordoba said during the agency&rsquo;s 2027 budget briefing before the Senate Finance Committee.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/8/17/wrap-confidential-funds-released-to-ovp-security-chief-as-duterte-ordered-acosta-2027">WRAP: Confidential funds released to OVP security chief as Duterte ordered &mdash; Acosta</a></div><p>But Cordoba said their decision was not the final step in the process.</p><p>&ldquo;Pwede po sila umakyat sa Supreme Court,&rdquo; he said.&nbsp;</p><p>Meanwhile, Cordoba said the Department of Education has yet to appeal the notice of disallowance for its confidential funds when Duterte was its secretary.</p><p>&ldquo;They have until October 5 po this year to file an appeal,&rdquo; he said.&nbsp;</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/NfYSIbvwl10?&wmode=opaque&rel=0" frameborder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br></div><div><br></div><div><strong>JOINT CIRCULAR</strong></div><div><strong>&nbsp;</strong></div><p>In that same briefing, Commissioner Douglas Michael Mallillin noted the need to revisit the joint circular governing the use of confidential and intelligence funds.&nbsp;</p><p>&quot;We will be sitting down with these agencies with regards [to] supporting documents or what has been termed as the documents evidencing payment &ndash; as far as their contents, specific, the specific data that should be contained therein, how we should be able to identify, assuming aliases or code names are allowed,&rdquo; Mallillin said.&nbsp;</p><div><a href="https://www.abs-cbn.com/news/nation/2026/9/1/alias-a-fictitious-fake-name-unless-a-real-person-is-behind-it-sotto-1445">Sotto: Alias a &#39;fictitious, fake name&#39; unless a real person is behind it</a></div><p>The official also noted that the joint memorandum <a href="https://www.abs-cbn.com/news/nation/2026/8/5/coa-use-of-aliases-in-confidential-fund-receipts-neither-allowed-nor-prohibited-1118">neither prohibits nor allows</a> the use of aliases for informants who receive confidential funds.&nbsp;</p><p>&ldquo;There should be a balance between protecting the identity, but also a point of where COA based on certain clearances can actually take a look at the identity of the person without compromising national security and the confidentiality of the activity,&rdquo; he said. &nbsp;</p><p>Mallillin clarified agencies could have more than one special disbursing officer.</p><p>&ldquo;There is no limit as long as proper management and proper bonding and accountability can be had,&rdquo; he said.&nbsp;</p><p>Sen. Joel Villanueva also flagged one requirement in the joint circular which he said merited a closer look.</p><p>&ldquo;The joint circular is very strict on the use of the category reward na dapat successful. Then how do you define successful? When you prevent something from happening, a bad thing that would happen na-prevent ng information?&rdquo; he said.&nbsp;</p><p>Mallillin said this should be &ldquo;supported with documents evidencing the success of the information gathering and surveillance activities.&rdquo;</p><p>&ldquo;Hindi ho ito limitado sa pag-aresto dahil kaya nga ho nabigyan ng reward. Hindi kailangan na ma-convict bago mabigay reward.
