MANILA (UPDATED) &mdash; The 15-year-old boy involved in the Tacloban City school shooting last June will be facing four counts of frustrated murder and six counts of attempted murder at the Regional Trial Court, the Department of Justice said.Justice Undersecretary Ian Norman Dato said the 15-year-old was found to have &ldquo;acted with discernment and in conspiracy with the second minor.&rdquo;&ldquo;Ten informations are directed to be filed before the Regional Trial Court in Tacloban City against the 15 year old CICL, four counts of frustrated murder with recommended bail of P72,000 for each count and six counts of attempted murder with recommended bail of P36,000 for each count,&rdquo; Dato said.<div><a href="https://www.abs-cbn.com/news/nation/2026/7/9/-copycat-phenomenon-more-incidents-of-school-violence-recorded-after-tacloban-shooting-deped-1430">&lsquo;Copycat phenomenon&rsquo;: More incidents of school violence recorded after Tacloban shooting &mdash; DepEd </a></div>Discernment, according to the Supreme Court, refers to whether the child &quot;[understood] the difference between right and wrong and the consequences of the wrongful act&quot; at the time of commission.The DOJ noted that the second minor who is aged 14, is exempt from criminal liability but will be held accountable through mandatory intervention and rehabilitation programs.&ldquo;He would have to undergo intervention mechanism and programs, as appropriate or as determined by the Department of Social Welfare and Development,&rdquo; Dato said.<div><a href="https://www.abs-cbn.com/news/2026/6/27/alamin-ang-batas-ano-ang-pananagutan-sa-batas-ng-mga-children-in-conflict-with-the-law-0048">Alamin Ang Batas: Ano ang pananagutan sa batas ng mga children in conflict with the law? </a></div>The DOJ also clarified that the 15-year-old already has a pending murder case filed last July 13 before the Family Court of the Tacloban RTC.Martinez said the Office of the City Prosecutor of Tacloban City charged the 15 year old with 3 counts of murder and 2 counts of attempted murder, for allegedly conspiring with the second, criminally-exempt minor.&ldquo;The charges were filed prior to the four counts of Frustrated Murder and six counts of Attempted Murder mentioned by Usec.
