<p>MANILA -- At least 45 case studies on alleged anomalous flood control projects in Taguig were submitted to the Office of the Ombudsman, the camp of Senator Panfilo Lacson said on Saturday.</p><p>Lacson&rsquo;s camp said the submitted case studies are supported by official documents that show the &ldquo;systemic anomalies&rdquo; in projects for flood control in Taguig, the bailiwick of Senator Alan Peter Cayetano.</p><p>&ldquo;The case studies include billing anomalies involving the use of duplicate or tampered photographs across different contractors to falsely claim project progress and justify payments,&rdquo; stated in a press release sent by Lacson&rsquo;s team.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2026/9/6/lacson-fires-back-after-cayetano-likens-probe-into-taguig-projects-to-striptease-1035"><strong>Lacson fires back after Cayetano likens probe into Taguig projects to &#39;striptease&#39;</strong></a></div><p>&ldquo;Records also showed deceptive project classifications in which land reclamation activities were presented as flood control projects,&rdquo; it added.&nbsp;</p><p>The team cited some cases including two projects along the Taguig River that were constructed in consecutive years by one contractor, but the projects seemed to have overlapped by the same location.</p><p>A different project, the team said, had no supporting records while in another, full payouts were given using &ldquo;fabricated billing documents&rdquo; for a then-nonexistent structure situated on supposedly illegally reclaimed land.&nbsp;</p><div><br></div><div><strong>GHOST HUNT?&nbsp;</strong></div><p>Cayetano had criticized Lacson&rsquo;s investigation as a &ldquo;witch hunt,&rdquo; &ldquo;demolition job,&rdquo; and &ldquo;striptease.&rdquo;</p><p>&ldquo;I support any investigation. Ang inaangal ko lang po, &#39;pag ito&#39;y naging &#39;yung ginagawa ni Senator Lacson na trial by publicity. Araw-araw for the last three months, parang striptease tapos wala namang tunay na ebidensya, panay akusasyon. Ba&#39;t ko sinabing witch hunt? Hinahanap lang lahat. Ang dami palang &lsquo;multo&rsquo; na slope protection and flood mitigation projects along Taguig River.&rdquo;</p><p>&ldquo;It only proves Sen Cayetano&rsquo;s ignorance of how an investigation of flood control anomalies and other sophisticated corruption cases works. It must be deliberate, methodical and thorough; not hasty nor sloppy,&rdquo; Lacson wrote in a separate online post.&nbsp;</p><p>The Ombudsman has been reviewing the documents turned over by Lacson&rsquo;s team and has been conducting a fact-finding probe.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2026/7/19/lacson-hints-at-jail-time-for-alan-peter-cayetano-as-senate-spat-escalates-1047"><strong>Lacson hints at jail time for Alan Peter Cayetano as Senate spat escalates</strong></a></div><p>Ombudsman Jesus Crispin Remulla revealed the anti-graft body&rsquo;s investigators were blocked by personnel of the Taguig City hall from doing their job.</p><p>&ldquo;Basta sinasaway sila kahit nagpakilala na Office of the Ombudsman, sinasaway pa rin. Kasi &#39;yung drone, paliliparin nila &#39;yung drone para kumuha ng picture. Ayaw silang pagalawin. &#39;Yung sinasaway nila pulis na detailed sa&#39;min. Pinapulis namin. Sa Taguig &#39;yan,&rdquo; Remulla said on his radio show Executive Session.</p><div><br></div><div><strong>NATIONAL DIALOGUE&nbsp;</strong></div><p>For Cayetano, a &ldquo;national dialogue&rdquo; should be conducted to curb the persistent flooding in the country.&nbsp;</p><p>&ldquo;Hindi debate [but] a national dialogue on transforming our nation and how we can ensure that as much as possible, it&rsquo;s flood-free,&rdquo; the Senate minority leader said in a social media livestream.</p><p>Cayetano raised the need for a comprehensive strategy that harmonizes flood control infrastructure with urban planning, rural development, and accountability, among others.&nbsp;</p><p>&ldquo;Hindi pwedeng &lsquo;yung beautiful, brilliant ideas na paisa-isa. Kailangan po kumpleto-rekado para ma-solve po &lsquo;yung flooding,&rdquo; he added.</p><p>Following the recent rainfall due to the southwest monsoon and tropical cyclones, several parts of the country have experienced severe flooding and residents are reeling from the impacts.</p>
