Cagayan Valley ranks lowest in minimum wage compliance in PH

Region 2, also known as Cagayan Valley, ranks the lowest among all regions in the Philippines when it comes to implementation of the minimum daily wage rate.This was revealed during the budget deliberations for the Department of Labor and Employment (DOLE) held at the plenary hall of Congress on September 30, 2025.“52% of inspected firms in Metro Manila ang hindi sumusunod sa standard minimum wages. Sa mga rehiyon po kagaya ng Ilocos, at Southern Tagalog, violations reached 63-83% among inspected firms,” Akbayan party-list Rep. Percival &quot;Percy&quot; Vilar Cendaña said.  According to DOLE data, Region 2 has a wage compliance rate of only 60.38%.However, DOLE budget sponsor Rommel T. Angara, Representative of Aurora’s Lone District, pointed out a big gap compared to other regions. For example, the National Capital Region (NCR) has a compliance rate of 99.97%, the Cordillera Administrative Region (CAR) is at 95.85%, and Region 1 stands at 90.46%.“But, as the list goes on okay po tayo except for Region 2 na nakalagay dito na 60.38%,” he said.As of 2025, NCR has a minimum daily wage rate of ₱695 for the non-agriculture sector and ₱658 for those in agriculture, while in Region 2 P480 for non-agriculture and P460 for agriculture workers.
