<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1762755642852571160195_837375208800738_1051255538402580161_n.jpg" style="width:960px" class="fr-fic fr-dib"/><span class="fr-inner" style="text-align:left">Monterazzas de Cebu, Facebook</span></span></span></div><p>CEBU — The Cebu city government said Monday it was conducting its own probe on Monterrazas de Cebu, an upscale mountainside condominium project in Barangay Guadalupe.  </p><p>The move comes amid renewed public backlash against the project’s developers, including celebrity engineer <a href="https://www.abs-cbn.com/life/09/05/23/slater-speaks-up-as-condo-project-gets-mixed-reactions">Slater Young</a>, as residents of Barangay Guadalupe and nearby communities at the mountain’s base blamed the development for worsening floods during the onslaught of typhoon Tino.</p><p>Mayor Nestor Archival said the City Environment and Natural Resources Offices conducted a joint inspection of the project with the <a href="https://www.abs-cbn.com/news/regions/2025/11/7/denr-forms-team-to-investigate-monterrazas-de-cebu-2254">Department of Environment and Natural Resources</a> - Mines and Geosciences Bureau.</p><p>“Unsa ilang ihatag nga report then I will abide with it. (Whatever they report, I will abide with it),” said Archival.</p><p>“If they find something need to be undertaken, we will push for that,” he said.</p><p>Archival added that authorities were looking at properly enforcing no build zones, especially those near waterways and riverbanks.</p><p>Young has not yet commented on the issue.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/11/7/dpwh-to-probe-monterrazas-cebu-flood-control-projects-from-2016-1232">DPWH to probe Monterrazas, Cebu flood control projects from 2016</a></div><div><br/></div><div><strong>SK SEEKS PROBE</strong></div><div><br/></div><p>Meanwhile, the Sangguniang Kabataan Council of Barangay Guadalupe filed a resolution calling for a full investigation on the project.</p><p>“We are calling for a full investigation into the Monterrazas retention ponds and drainage systems after the unprecedented flooding during Typhoon Tino,” said SK Chairman Matt Estenzo.</p><p>Estenzo said the flood during the onslaught of typhoon Tino reached waist-deep levels and had hit areas that were previously safe from flooding. </p><p>“If you didn’t know, this creek connects all the way to Arrabal River in Mambaling, passing through Labangon and Tisa, which explains the same mocha-colored floodwaters with traces of anapog seen in those areas,” added Estenzo.</p><p>The resolution urged the Cebu City Government, DENR, MGB, CCENRO, and CCDRRMO to look into the performance of all retention ponds.</p><p>“We must act now before it’s too late,” Estenzo said.</p><div><a href="https://www.abs-cbn.com/news/regions/2025/11/8/help-reaches-typhoon-stricken-cebu-but-residents-need-more-0841">Help reaches typhoon-stricken Cebu but residents need more</a></div><div><br/></div><div><strong>PROGRESSIVE GROUP ALSO DEMAND ACCOUNTABILITY</strong></div><div><br/></div><p>Meanwhile, Bayan Central Visayas called for an investigation of flood control projects and potential environmental law violations.</p><p>“We must demand accountability for these man-made disasters brought about by failed projects and the lack of enforcement of environmental laws meant to protect the lives, livelihoods, and properties of our people, as well as preserve our mountains and natural waterways,” said Jaime Paglinawan, the group’s chairman.</p><p>Based on publicly available data, <a href="https://www.abs-cbn.com/news/regions/2025/11/6/storm-ravaged-cebu-province-got-p26-7-billion-in-flood-control-funds-over-last-3-years-0032">Cebu received 414 flood control projects</a> that amounted up to P26.61 billion over the last three years.</p><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/PXUv5UTzKzw?si=qp6phKV077E4wyng" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe></div>
