Rosa, AFP</div>MANILA -- The Department of Public Works and Highways (DPWH) said Tuesday it will begin implementing the long-shelved 2017 flood control masterplan for Cebu, following the deadly onslaught of Typhoon Tino.At least 188 individuals died in the onslaught of Typhoon Tino, 135 of whom were from the province of Cebu.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/11/7/typhoon-tino-s-death-toll-rises-to-188-950">READ: Typhoon Tino death toll rises to 188</a></div>Secretary Vince Dizon invited former Public Works Chief Rogelio Singson and National Irrigation Administration head Eddie Guillen to join a meeting with representatives from DPWH district and regional offices in Cebu as they planned the execution of the projects.According to Dizon, the masterplan was developed by the Japan International Cooperation Agency (JICA) from 2013 to 2017, during the time of Singson.&quot;Unfortunately, hindi na-implement lahat. Konti lang o halos wala. Instead, ang na-implement puro mga revetment, mga dike… May mga nakasama pa e,&quot; he said.&quot;We will start already now… Pero this time around we will execute it the right way. Wala nang kailangan pang planuhin, pag-aralan, kasi nandun na,&quot; added Dizon.Singson said the master plan does not just focus solely on flood control, but water resources management as a whole.&quot;The other components include watershed protection, yung water impounding so that you’re able to maximize the amount of surface water for potable water supply, irrigation, hydro (energy), and even tourism. And this has been proven by Administrator (Guillen) that it can be done,&quot; he said.Guillen also noted how building upstream water impounding dams also helps farmers and hence improves the country’s food security.&quot;Meron nga kaming bagong natapos nanaman sa may Mahayag Dam sa may Mindanao, 10 months lang ginawa yun. So tama yung sinasabi ni Sec. Vince, kapag gagawin mo nang tama at tsaka yung intensyon ay para sa karamihan, maraming matutulungan,&quot; he said.The plans also include policy recommendations such as stricter enforcement of no-build zones.&quot;Nakita natin doon sa Talisay na maraming mga communities na halos nasa river na sila. Kung titignan niyo, yung area kung saan may mga nasirang bahay, hindi yun riverbank. Parte yun ng river mismo so kasama ng mga magiging rekumendasyon natin is talagang gawin no-build areas yun,&quot; said Dizon.But Dizon assured the public that this approach not only be applied in Cebu but the rest of the Philippines.&quot;To ensure that we use our flood control budgets, which in the past so many years, has been at least one-third of the DPWH budget, the right way,&quot; he said.Dizon also said that investigations into the alleged ghost and flood control projects in Cebu are underway.
