RC Dalaguit, ABS-CBN News"/><span class="fr-inner" style="text-align:left">The damage caused by Typhoon Tino in Negros Occidental, November 4, 2025. <em>RC Dalaguit, ABS-CBN News</em></span></span></span></div><p>CEBU, Philippines <strong>(4TH UPDATE)</strong> -- At least 48 people have been killed and hundreds of thousands were displaced as rains driven by Typhoon Tino (international name: Kalmaegi) flooded swathes of the central Philippines on Tuesday.</p><p>Entire towns on the island of Cebu have been inundated, while cars, trucks and even massive shipping containers could be seen swept along by muddy floodwaters in videos verified by AFP.</p><p>In Cebu province, 15 died in Compostela, 8 in Danao, 9 in Mandaue, 7 in Talisay, and 9 in Cebu City, according to latest local government unit reports late Tuesday night.</p><p>&quot;Most of them drowned or were hit by debris,” said Ainjeliz Dela Torre-Orong, Cebu Provincial Information Officer.</p><p>In the 24 hours before Tino&#x27;s landfall, the area around provincial capital Cebu City was deluged with 183 millimeters (seven inches) of rain, well over its 131-millimeter monthly average, state weather specialist Charmagne Varilla told AFP.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/weather-traffic/2025/11/4/tino-dumps-more-than-a-month-s-rain-in-southern-leyte-cebu-1320">READ: Tino dumps more than a month&#x27;s rain in Southern Leyte, Cebu</a></div><p>&quot;The situation in Cebu is really unprecedented,&quot; provincial governor Pamela Baricuatro said in a Tuesday Facebook post.</p><p>&quot;We were expecting the winds to be the dangerous part, but... the water is what&#x27;s truly putting our people at risk,&quot; she said. &quot;The floodwaters are just devastating.&quot;</p><p>Local disaster official Ethel Minoza told AFP the bodies of two children had been recovered in Cebu City, where rescuers were still attempting to reach residents trapped by floodwaters.</p><p>Deaths in other provinces included an elderly resident who drowned in an upper floor of their home in Leyte province and a man struck by a falling tree in Bohol.</p><p>Don del Rosario, 28, was among those in Cebu City who sought refuge on an upper floor as the storm raged.</p><p>&quot;The water rose so fast,&quot; he said. &quot;By 4:00 am, it was already uncontrollable -- people couldn&#x27;t get out (of their houses).&quot;</p><p>&quot;I&#x27;ve been here for 28 years, and this is by far the worst we&#x27;ve experienced.&quot;</p><p>Scientists warn that storms are becoming more powerful due to human-driven climate change. Warmer oceans allow typhoons to strengthen rapidly, and a warmer atmosphere holds more moisture, meaning heavier rainfall.</p><p>Hundreds still living in tent cities after a 6.9-magnitude quake rocked the island in late September were &quot;forcibly evacuated for their own safety&quot;, Cebu information officer Rhon Ramos told AFP by phone.</p><p>In total, nearly 400,000 people were pre-emptively moved from the typhoon&#x27;s path, Alejandro, the civil defense officer, said earlier at a Tuesday news briefing.</p><div><a class="fr-strong fr-green" href="https://www.abs-cbn.com/news/regions/2025/11/4/floods-strand-people-on-roofs-as-typhoon-tino-pounds-philippines-1129">READ: Floods strand people on roofs as typhoon Tino pounds Philippines</a></div><div><br/></div><div><strong>CEBU CITY CALLS FOR HELP </strong></div><p>Meanwhile, Cebu City Mayor Nestor Archival is asking for help for flood-hit residents.</p><p>“Cebu City needs your strength, your time, and your heart,” Archival said in a social media post.</p><p>He said the city needs heavy equipment, volunteer drivers, and clearing operations volunteers. </p><p>He added that many roads are impassable due to debris.</p><p>The city is accepting food, drinking water, hygiene kits, blankets, tents, and other basic necessities.</p><p>Work in all government offices is also suspended on Wednesday, November 5, according to Archival.</p><div><br/></div><div><strong>OVER 1,000 BARANGAYS AFFECTED </strong></div><p>Based on damage assessments relayed to national offices, 1,397 barangays were reported affected by the tropical cyclone, covering Regions V (Bicol), MIMAROPA, VI (Western Visayas), VII (Central Visayas), VIII (Eastern Visayas) and Caraga.</p><p>Alejandro said the storm affected roughly 102,000 families, close to 340,000 individuals and that the casualty figures are still being validated by teams on the ground.</p><p>“Based on initial reports from the field, meron na po kaming, but again, subject for validation, around 22 casualties. Karamihan sa Region 7. 1 more from Region 8, and isa sa Capiz, and dalawa sa NIR (Negros Island Region). So, a total of 26. But again, we&#x27;re still validating these figures as we speak,” Alejandro said.</p><p>He noted a preliminary total of 26 casualties when including other reports still under validation, and confirmed seven people missing, all from Cebu.</p><p>Cebu province has emerged as the hardest hit, officials said, with flooding concentrated in central, highly urbanized areas including Cebu City, Lapu-Lapu City and Talisay.</p><p>Evacuation and relief efforts are underway. Social Welfare agencies and local governments have been mobilized to set up shelters and distribute aid. OCD reported some 1,628 evacuation centers were operating as responders scrambled to house displaced families.</p><p>“Kasi iyong iba doing debris clearing, iyong iba managing or establishing camps. And then ang trabaho naman natin sa national is really to provide the augmentation that is needed on the ground, demand power,” said Alejandro.</p><p>The national government has already alerted uniformed services, including the Armed Forces’ Visayas Command, the Philippine National Police, the Bureau of Fire Protection and the Coast Guard, to provide manpower and resources as augmenting support to local government units.</p><p>Teams are conducting search-and-rescue, debris clearing and site assessments, while relief goods and recovery resources are being staged and replenished.</p><p>Officials also cautioned that another weather system was being monitored and could enter the Philippine Area of Responsibility within days, potentially bringing additional hazard to an already stressed region.</p><p>“We are closely watching another one [tropical cyclone] which is due to enter PAR, I think in the next few days, and lalapit siya sa atin sa weekend. We still don&#x27;t know iyong kanyang [direksyon], kung didiretso ba siya mag-landfall sa north or tataas,” Alejandro explained.</p><p>Alejandro said the government’s immediate tasks include restocking relief supplies and preparing for successive threats.</p><p>When asked whether the number of casualties could have been lower with effective flood control systems, Alejandro said it was a difficult question to answer.</p><p>“Mahirap sagutin e’. Pero it is a big factor. Sana maayos nga. We could have prevented loss of lives. Iyon nga, kailangan lang talaga magsama-sama tayo dito para maayos. Kasama diyan is also preparing the infrastructure, the protection that is needed by our community. Iyong mga dikes na ‘yan, iyong flood control,” he said.</p><div><br/></div><div><strong>MILITARY HELICOPTER CRASH</strong> </div><p>Late Tuesday afternoon,  six persons were killed after a military helicopter crashed in Loreto, Agusan del Sur on Tuesday, the Armed Forces of the Philippines&#x27; Eastern Mindanao Command (EastMinCom) has confirmed. </p><p>The Super Huey helicopter went down while en route to the coastal city of Butuan &quot;in support of relief operations&quot; related to the powerful storm.</p><p>The typhoon was moving westwards through the Visayan island chain, with winds of 130 kilometers (81 miles) per hour and gusts of 180 kph toppling trees and downing power lines.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/weather-traffic/2025/11/4/tino-further-weakens-after-4th-landfall-in-guimaras-1505">READ: Tino further weakens after 4th landfall in Guimaras</a></div><p>The Philippines is hit by an average of 20 storms and typhoons each year, routinely striking disaster-prone areas where millions live in poverty.</p><p>With Tino, the archipelagic country has already reached that average, weather specialist Varilla told AFP, adding at least &quot;three to five more&quot; storms could be expected by December&#x27;s end.</p><p>The Philippines was hit by two major storms in September, including Super Typhoon Nando (international name: Ragasa), which tore the roofs off buildings on its way to killing 14 people in nearby Taiwan.</p><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/EnbmPTXxEf4?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
