Experts Weigh In</a></div><p>Cebu, one of the worst-hit provinces by typhoon Tino, had reported 49 deaths, according to Civil Defense Deputy Administrator for Administration Bernardo Rafaelito Alejandro IV.</p><p>&quot;It was by far the worst flash flood caused by a typhoon in the history of Cebu,&quot; Baricuatro said, noting that some 119,000 individuals had been evacuated during the typhoon&#x27;s onslaught.</p><p>&quot;In less than 10 minutes, the water rose dramatically,&quot; she said.</p><div><br/></div><div><strong>MORE THAN A MONTH&#x27;S RAIN</strong></div><div><br/></div><p>According to PAGASA, Tino dumped <a href="https://www.abs-cbn.com/news/weather-traffic/2025/11/4/tino-dumps-more-than-a-month-s-rain-in-southern-leyte-cebu-1320">more than a month&#x27;s rain</a> in Southern Leyte and Cebu.</p><p>Between 8 a.m. Monday and 8 a.m. Tuesday, Maasin City in Southern Leyte observed 235.2 millimeters of rain or about 235 liters of water poured in every square meter area in the city.</p><p>This is equivalent to about 33 days of rain in the month of November, which has a monthly average rainfall of 213 mm.</p><p>In Mactan station in Lapu-Lapu City, Cebu, Tino dumped 183 mm – equivalent to almost a month and a half’s worth of rain in November. — <strong>With a report from Ariel Rojas, ABS-CBN News</strong></p>
