MANILA -- A private citizen is seeking the disqualification of incumbent Laguna Governor Ramil Hernandez and his wife, 2nd District Representative Ruth Hernandez in the upcoming elections, over alleged vote-buying and misuse of government resources.

Governor Hernandez is running for congressman of Laguna’s second district, while Representative Hernandez is running for governor.

In the disqualification petition filed by private citizen Celito Baron at the Commission on Elections (Comelec) office in Intramuros, Manila, the Hernandez couple is accused of widespread vote-buying in Laguna.

One of the main claims in the petition is that residents from Cabuyao City were allegedly transported to a warehouse in Calamba City, supposedly for a poll watchers’ orientation and training. However, the complaint says that vote-buying actually took place there.

Each resident was reportedly given t-shirts with the couple’s faces, along with food, water, and an envelope containing P2,000.

The Hernandez camp previously denied that vote-buying occurred at the warehouse when Comelec officials and police visited the site on April 21, 22, and 23.

The couple is also allegedly using health cards, or “blue cards,” to win votes.

On April 25, Comelec Cabuyao confiscated 256 health cards labeled with “Province of Laguna” and bearing the name of Governor Hernandez. The cards were found inside a woman’s bag. She was brought by residents to the barangay hall of Barangay Niugan due to alleged vote-buying.

According to Comelec Cabuyao, the health cards were seized as possible evidence if a formal complaint is filed.

The Hernandez camp has not yet issued a statement regarding the disqualification petition.
