MANILA (UPDATED) -- Political neophyte Pamela Baricuatro was proclaimed Cebu governor-elect on Tuesday, foiling incumbent Governor Gwen Garcia&#x27;s re-election bid. Baricuatro secured some 1.1 million votes. Minutes before her proclamation as winner of the gubernatorial race, Garcia&#x27;s lawyer tried to give the board of canvassers a copy of the petition to suspend the proceedings. But the board refused to accept this, and Garcia&#x27;s lawyer left the canvassing area. Baricuatro runs a foundation and has served as board director at the Landbank of the Philippines Resources and Development Corporation.“This is a time for healing; the province is hurting, the city is hurting, the country is hurting,” she earlier said. She said her governance would be “clean and approachable.”She added that her programs would include the prioritization of healthcare. “There was no vote-buying in my part.
