<p>MANILA (<strong>UPDATED</strong>) -- The local government of Cainta, Rizal on Wednesday declared a state of calamity due to the flooding spawned by heavy rains from the habagat and tropical cyclones Crising and Dante. </p><p>In a resolution, the Sangguniang Bayan noted that the weather disturbance &quot;caused the displacement of numerous families, loss of income, and the disruption of essential services in the seven barangays of the municipality.&quot;</p><p>The state of calamity declaration will allow the local government to tap calamity funds.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/7/23/list-more-areas-now-under-state-of-calamity-due-to-onslaught-of-habagat-1829">LIST: More areas now under state of calamity due to onslaught of habagat</a></div><p>&quot;It gives us the latitude to purchase the things we need with utmost urgency— sustenance ng pagkain, gasolina, manpower, everything involved para mapagpatuloy ang aming operations,&quot; said Cainta Mayor Kit Nieto in an interview with ABS-CBN News during a door-to-door distribution of food packs to flood-hit Karangalan Village, which is among the areas isolated by flooding.</p><p>Since many of the residents live in two-story houses, they have the option to stay instead of fleeing to evacuation centers. But going out and restocking on food and other essentials is a different story because they would then have to wade through waist-deep floodwaters.</p><p>&quot;They feel safer, it&#x27;s more comfortable for them to remain in their homes we acknowledge that so we have to be the ones to adjust. Kung ano pangangailangan nila, that&#x27;s what we give them,&quot; said Nieto.</p><p>Mylene Laurel said her family is grateful for the canned goods and rice as these mean a few less trips to the market. She said their experience so far this week has been quite traumatic.</p><p>&quot;Yung kasama ko po dito sa bahay, nagkasakit na dahil sa leptospirosis, masakit po yung ulo niya… Na-shoot pa nga po ako sa drainage (nung lumusong ako),&quot; she shared.</p><p>Those who lived in the inner alleys were not able to receive assistance yet but Nieto vowed to come back with more supplies.</p><div><br/></div><div><strong>ADDRESSING THE FLOOD PROBLEM</strong></div><p>He also assured his constituents that more water pumping machines will become operational in the coming months.</p><p>But he also noted that the flooding problem in Cainta is not something that the local government unit can fix alone.</p><p>&quot;Sixty percent of Cainta now, wala na siyang baha e. Only in the isolated (areas). Why? Because kami ang taga-tanggap ng mga tubig galing sa taas e. Kami daanan ng tubig ng Antipolo, San Mateo, Marikina, etc… It&#x27;s a national thing so we have to discuss that I&#x27;ve already submitted some proposals (to legislators),&quot; he said.</p><p>&quot;Idaan niyo sa ilalim ng kalye.
