Noel Pabalate, PPA pool</span></span></span></div><p>MANILA — President Ferdinand Marcos Jr. on Friday said he would summon St. Timothy Construction — the contractor that won billions of pesos in government projects — to explain why a flood control structure in Bulacan remained incomplete and substandard over 2 years since its expected completion date.</p><p>Marcos visited the River Protection Structure along Barangay Bulusan in Calumpit, Bulacan after reports that about 200 meters of the P96.49-million project remained incomplete, while its foundation appeared to be substandard.</p><p>“St. Timothy ang kontratista dito so titingnan natin. This has been going on for years,” he said.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/11/a-deeper-look-into-marcos-s-list-of-top-flood-control-contractors-0037">A deeper look into Marcos’s list of top flood control contractors</a></div><p>St. Timothy’s contact for the said project was funded in 2022 and was marked as complete since February 2023, according to data from the <a href="https://www.abs-cbn.com/news/nation/2025/8/11/marcos-launches-website-to-seek-public-help-in-auditing-flood-control-projects-0923">Sumbong sa Pangulo website.</a></p><p>After recent inspections, Marcos said that there seemed to be “underspecifications” in the type of metal used for the revetment’s foundation.</p><p>The contract included a desilting facility that was never constructed, the President said.</p><p>“Mayroon kaming mga diver na sinisid sa ilalim at nakita talaga na very manipis lahat ng semento, hindi pantay-pantay. Talagang hindi maganda ang trabaho kaya talagang bibigay at bumigay na nga kaya kailangan nila sagutin kung bakit ganito,” he said.</p><p>“Yung dinaanan namin, nandoon din sa record na may desiltation doon. Nakita niyo ba? Yung lupa natubuan na ng halaman. Ganoon na katagal na hindi nade-desilt pero sa record nakalagay desilted,” he said.</p><p>“What possible excuse would they have for not doing this?
