Occidental Mindoro Governor Eduardo Gadiano is not only pushing for an investigation into the allegedly substandard flood control projects in the province, but he is also looking into whether the contractors involved are paying quarry tax. “Yung nakita ko yung flood control ang haba, ang taas  tapos ang haba  sabi ko lahat ng grab ana itinabon dito  kaya ito tumaas ng ganito  galing diyan sa ilog  tapos hindi nila babayaran ng buo yung quarry tax,” Gadiano said.In his inspection of the collapsed flood control projects in the towns of Rizal and Sablayan, Gadiano said there&#x27;s a possibility that the contractors have not been paying quarry taxes. <div><a href="https://www.abs-cbn.com/news/regions/2025/8/21/-ghost-flood-control-project-in-oriental-mindoro-funded-thrice-in-2024-2313">&#x27;Ghost&#x27; flood control project in Oriental Mindoro funded thrice in 2024 </a></div>According to him, the contractors’ trucks have been extracting sand and gravel directly from the river in front of the project sites without securing a permit from the provincial government.The governor has already required the Department of Public Works and Highways (DPWH) and the contractors to submit their program of works to determine how much sand and gravel had been used so the proper quarry tax can be collected. “Sabi ko sa engineer ko computetin mo lahat yan,“ Gadiano added.“Basta gumamit ka ng buhangin, may quarry tax, tulad yan magrerepair sila ngayon dapat mayroon silang program of work,“  he further stressed. Based on the provincial ordinance of Occidental Mindoro, collected quarry taxes are allocated as follows: 40 percent goes to the barangay, 30 percent to the municipal government, and 30 percent to the provincial government. <div><a href="https://www.abs-cbn.com/news/regions/2025/8/20/more-flood-control-projects-collapse-in-oriental-mindoro-0105">More flood control projects collapse in Oriental Mindoro </a></div>“Yung  hindi nila pagbabayad ng buo  doon sa ginamit  nilang sand and gravel  ang lumalabas na parang ninanakawan  nila dito ay ang barangay, ang munisipyo at ang probinsya,” the governor said.Gadiano warned that if the contractors fail to pay the required quarry taxes, their ongoing construction of flood control projects will be ordered stopped.
