President Ferdinand R. Marcos Jr. signs into law the Judiciary Fiscal Autonomy Act at the Ceremonial Hall of Malacañan Palace in Manila on August 14, 2025. 

The law strengthens the constitutional guarantee under Article VIII, Section 3, ensuring that the Judiciary’s budget cannot be reduced below the previous year’s allocation and must be automatically released. It also authorizes the Supreme Court to submit its budget proposal directly to Congress, mandates the automatic monthly release of funds, and requires quarterly reporting to the President and Congress. Witnesses include Chief Justice Alexander G. Gesmundo, Senate President Chiz Escudero, House Speaker Martin Romualdez, Executive Secretary Lucas Bersamin, Pampanga 2nd District Rep. Gloria Macapagal-Arroyo, and other officials.

<p>MANILA — President Ferdinand Marcos Jr. vowed that his administration would continue supporting farmers through reforms in the agriculture and agrarian sectors.</p><p>This, as he led the Department of Agrarian Reform’s Gawad Agraryo 2025 Awards Ceremony at the Makabagong San Juan National Government Center in San Juan City Friday. </p><p>At the beginning of his speech, he acknowledged Sen. Kiko Pangilinan who is also a guest at the event, calling him “ready, willing and able” to help in addressing issues in the agriculture sector.</p><p>Marcos recognized outstanding agrarian reform beneficiaries for their diligence and sacrifices. </p><p>“Binibigyang-pugay natin ang mga huwarang magsasaka, organisasyon, at komunidad na nagpapakita ng sipag, tiyaga, husay, at pagmamahal sa kapwa,” he said in his speech.</p><p>“Sa harap ng mga unos, sila’y matapang na ipagpatuloy—at ngayon, sila mismo ang nagsisilbing patunay na sa pagsisikap, walang pangarap na hindi kayang abutin,” he added.</p><p>Marcos noted the reforms that his administration has been doing, such as the distribution of Certificates of Land Ownership Award and Certificates of Condonation with Release of Mortgages to thousands of farmers. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/11/dar-eyes-full-debt-condonation-land-distribution-under-p17-3-b-budget-proposal-2206">DAR eyes full debt condonation, land distribution under P17.3-B budget proposal</a></div><p>“Ang halagang dapat sana’y ibabayad sa gobyerno, maaari nang ilaan sa bagong binhi, makinarya, o higit pa, sa mas maayos na buhay para sa inyong mga pamilya,” he said.</p><p>“At para mas maging produktibo ang inyong sakahan, libo-libong makinarya at kagamitan ang ating naibabahagi. Bukod sa pagpagaan ng—para sa pagpagaan sa trabaho ninyo ito, mas malaki na ang oras ninyo para makasama naman ninyo ang inyong mga pamilya,” he added.</p><p>The President hopes that the recognition would inspire the young generation.</p><p>“Kayo po ang huwaran ng pag-asa. Kayo ang nagpapatunay na hindi natitinag ang Pilipino sa harap ng pagsubok. At kayo ang nagsisilbing gabay sa mga kababayan nating nais din magtagumpay kagaya ninyo,” Marcos noted.</p><p>With the theme “Repormang Agraryo: Binhi ng Kaunlaran at Tagumpay,” the awarding rites recognized 10 agrarian reform beneficiaries who “turned awarded lands into productive farms”.</p><p>Each awardee received a plaque, medal and a P25,000 cash award.</p><p>Three agrarian reform beneficiaries’ organizations were also awarded for being partners in delivering support services and managing enterprises and four of the most progressive communities that “grew into self-reliant and sustainable hubs.&quot;</p><p>They each received a plaque, medal and a project worth P70,000.</p><p>“Through their dedication and collective efforts, the success of the Comprehensive Agrarian Reform Program (CARP) has been made possible,” the DAR said in a press release.</p><p>At the end of the event, the audience sang happy birthday to Marcos Jr. who turns 68 tomorrow, September 13 and to DAR Secretary Conrado Estrella III who is celebrating his birthday on Friday, September 12.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/5/marcos-hopeful-bohol-irrigation-project-will-contribute-to-record-rice-harvest-in-2025-1450">Marcos hopeful Bohol irrigation project will contribute to record rice harvest in 2025</a></div><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/kl-DFtgfI_g?si=bC0LcLnzPbuPr7My" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe><br/></div>
