<p>MANILA – A group has urged the powerful Independent Commission for Infrastructure (ICI) to investigate flood control projects in La Union, citing alleged anomalies.</p><p>In a statement, the Progressive Youth of La Union called on the panel’s special adviser Baguio City Mayor Benjamin Magalong to look into the projects and those possibly involved in its implementation, saying some of these were “substandard.”</p><p>“We believe Mayor Magalong can help ensure transparency and accountability in these flood control projects. The people of La Union deserve to know where taxpayers’ money is going,” the group said in a statement.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/22/top-provinces-in-terms-of-project-cost-count-based-on-the-sumbong-ng-pangulo-website-2150" rel="noopener noreferrer" target="_blank">Top provinces in terms of project cost, count based on the Sumbong ng Pangulo website</a></div><p>Some of the flood control projects were located in Tubao, Bauang, Naguilian, Caba, Pugo, Agoo, Aringay, and Bagulin but the group said only “four” construction companies were given contracts “worth billions.”</p><p>The group said it has provided documents and testimonies on the matter, aside from the details and data available at the “Sumbong sa Pangulo” website.</p><p>It is also linking the anomalies to a lawmaker. ABS-CBN News has reached out to the lawmaker and is awaiting their camp’s reply to the allegations.</p><p>So far, the lawmaker has yet to respond as of this story’s posting.</p><p>Last week, ABS-CBN News reported that a riprap flood control project in Barangay Bagbag, Bauang, La Union was “abandoned” by a contractor, with several residents raising concerns about its impact to their safety.</p><div><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Ftvpatrol.abscbn%2Fvideos%2F1338439747926987%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><p>The barangay, however, said the contractor did not have a job order for the riprap project.</p><p>The Department of Public Works and Highways Region 1, meanwhile, denied they have such a project.</p><p>Data extracted from the Sumbong sa Pangulo website showed La Union ranked 14th in terms of the number of flood control projects, with contracts amounting to over P11 billion from 2022 to 2025.</p><p>Earlier Monday, President Ferdinand Marcos, Jr. revealed the chairperson of the ICI, vowing a “truly independent” and fair investigation on all flood control anomalies in the last 10 years.</p>
