President Ferdinand "Bongbong" Marcos Jr. expressed intense anger over the discovery of "ghost" flood control projects in Bulacan during his inspection of a riverwall project in Barangay Piel, Baliuag. Despite records showing a completed 220-meter project worth P55 million, Marcos found that no actual work had been done. He emphasized that the Department of Public Works and Highways (DPWH) reported the project as finished even though there was no visible construction or evidence of labor. Marcos said that if the project had been properly implemented, it could have significantly improved the province’s irrigation system. He clarified that he was not merely disappointed, but “very angry” over the deception and ongoing flooding issues.

Ramon &quot;Bong&quot; Revilla Jr.</p><p>&quot;Based on visual [inspection], there is no seen accomplishment&hellip; because there is no structures seen,&quot; Fernando said.</p><p>He identified the starting and end points of the project under Contract ID No. 25CC0299 based on the coordinates indicated in the project matrix.</p><p>A defense counsel present during the inspection said they were &quot;not willing to stipulate considering that based on the detailed engineering design&hellip; there should be sheet piles embedded at the bank of the river.&quot;</p><p>&quot;So it might be that the sheet piles are embedded under the soil and we cannot see it,&quot; a lawyer for DPWH Engineer Jaypee Mendoza said.</p><p>DPWH maintenance personnel were later instructed to trim overgrown grass, which revealed steel sheet piles and pile caps in certain portions near the river bank.</p><p>However, the prosecution noted that the steel sheet piles were located within the gap between a completed project under Contract ID No. 24CC0647, which the court first inspected, and portions at the starting point of the project site material to the case.</p><p>They added that the steel sheet piles were barely visible, already rusting, and now surrounded by heavy vegetation.</p><p>The prosecution said the conditions observed during the site inspection showed that the project was indeed a ghost project.</p><p>Associate Justice Karl Miranda conducted the inspection with Associate Justices Ronald Moreno and Lord Villanueva after earlier testimonies suggested that the alleged ghost flood control project may overlap with a structure implemented by Topnotch Catalyst Builders Inc. under Contract ID No. 24CC0647.</p><p>However, John Ramos, project engineer for the structure under Contract ID No. 24CC0647, said there was a 40-meter gap between that structure and the project subject of the case.</p><p>Lawyer Ivan Samson, an National Bureau of Investigation agent assigned to the Bulacan District Office, earlier said the project had received a notice to proceed on April 8, 2025, and was already reported 95.17 percent complete after 21 days.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/regions/2026/4/6/nbi-agent-testifies-on-questionable-timeline-of-alleged-ghost-flood-control-project-in-bulacan-1828">NBI agent testifies on &lsquo;questionable&rsquo; timeline of alleged ghost flood control project in Bulacan</a></div><div><br></div><div><strong>RELATED VIDEOS</strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/STi19HoJs9g?&wmode=opaque&rel=0" frameborder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/DqTL5UyKHIA?&wmode=opaque&rel=0" frameborder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br></div>
