Dennis Datu, ABS-CBN News"/>An unfinished section of the Alaminos–San Pablo City Bypass Road. Dennis Datu, ABS-CBN News</div>SAN PABLO CITY -- San Pablo City Mayor Najie Gapangada Jr. has appealed to President Ferdinand Marcos Jr. and Department of Public Works and Highways (DPWH) Secretary Vince Dizon to finally address the long-delayed unfinished section of the Alaminos–San Pablo City Bypass Road, which is expected to provide a faster alternative route for motorists traveling to Quezon Province and the Bicol Region.“Mr. President, pahingi po ng tulong ulit,” Gapangada said.“Baka naman po pwede kalampagin niyo ang DPWH o kung sino man po involved kung bakit po ito ay nagtatagal ng ganito,” he added.According to the mayor, opening the bypass road section in Barangay San Miguel would significantly ease the severe traffic congestion currently experienced in San Pablo City’s urban center.“Nanawagan kami sa inyo na tulungan nyo kami sapagkat grabe po ang nagiging trapik dito sa amin, Maharlika Highway dahil hindi magamit itong alternate route na ginastusan ng pamahalaan ng bilyon-bilyon na hindi mapakinabangan,&quot; Gapangada said in his appeal to Dizon.The mayor personally inspected the bypass road on Tuesday morning, where he observed firsthand the issues preventing the road from being opened to motorists.The primary obstacle is an unfinished stretch of nearly one kilometer that remains unpaved due to unresolved right-of-way issues.Gapangada said that based on his discussions with DPWH officials, the agency reportedly ran out of funds needed to acquire the remaining right-of-way properties.To help expedite the project’s completion, the city government has offered to shoulder the cost of acquiring the remaining properties.“Nag-allocate po kami ng P10.7 million na pambili po ng tatlong parcel ng lupang maliliit para lang po mailusot na po dito ang daan,” the mayor said.One of the affected landowners, Rudy Villanida, said he and other property owners have been reluctant to sell because of what they consider to be unfair compensation offers from the DPWH.“Hindi po pareparehas kaya noon ako ay pinapapirma, hindi ako pumirma,” Villanida said.“Yung katabi po ay 1,100 per square meter. Pagdating po sa amin na katabi laang ay 520 sqm, ay kalahati po ay magkatabing lote,” he added.As uncertainty continues over when the bypass road will finally be completed, residents and motorists say they continue to suffer the consequences of the delay.Residents expressed hope that the project would soon be finished, allowing them to reach their workplaces more quickly and avoid taking lengthy detours.“Kapag tag-ulan maputik,nahihirapan kami mga nakamotor, binata pa ako ganito na ito, ngayon may asawa at dalawa na ako anak  ganito pa rin, sana mas maganda kung matatapos na ito para maalwan sa aming taga-rito,” said resident Derick Caguite.Gapangada also questioned why the DPWH appears to be prioritizing asphalt paving in other sections of the bypass road instead of resolving the right-of-way issues that are preventing the project’s completion.“Ang ginastos po ng ating pamahalaan dito ay bilyon na sa project na ito eh hindi pa po nadadaanan eh. Sa halip po na ayusin ang pag-aasikaso ng right of way at malusutan na ito ng daan ng mga taga-Bicol, Quezon ay inuuna po ay pag-aaspalto ng kalsada,” he said.“Something is wrong po, bakit ganoon?” the mayor added.The DPWH has yet to issue a statement regarding Mayor Gapangada’s concerns.The Alaminos–San Pablo City Bypass Road spans a total of 12.83 kilometers and was initially funded with ₱1.36 billion in 2016.
