<p>MANILA — Four aspirants have so far filed their certificates of candidacy for the August 29 special election to fill the vacant House seat for Cavite’s 4th District.</p><p>The Commission on Elections said Raul Rex Del Rosario Mangubat and Marvin Opamin Dupal-ag submitted their certificates of candidacy on the first day of the three-day filing period.</p><p>Leysander Ordenes, a former presidential aspirant, has also filed his COC.</p><p>On Thursday afternoon, Jacinto Bautista Frani Jr. became the fourth aspirant after an authorized representative filed his COC for him.</p><p>The filing of certificates of candidacy will run until July 17, from 8 a.m. to 5 p.m. at the AVR Socio-Economic Building at the New City Hall in Dasmariñas City.</p><p>The special election was called to fill the vacancy in Cavite’s 4th District following the <a href="https://www.abs-cbn.com/news/nation/2026/6/2/house-panel-recommends-kiko-barzaga-s-expulsion-1825">removal of former Rep. Kiko Barzaga</a> from office.</p><p>The House of Representatives voted 265-14 on June 2 to adopt the recommendation of its Committee on Ethics and Privileges to expel Barzaga for “disorderly behavior, conduct unbecoming of a member, and violations of the House Code of Conduct.”</p><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/YaIPmvnFd88?si=Ge8zaCzRxhcodCoM" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe></div>
