Nalubog sa bahaa ang 9 na barangay sa Cebu City matapos bumuhos ang malakas na ulan dala ng habagat noong Miyerkoles ng gabi, Hulyo 22.Sa video ni Bayan Patroller Rhea Mae Villamor bandang alas-7 ng gabi, makikitang tuloy-tuloy ang buhos ng ulan at halos pasukin na ng baha ang sinasakyan niyang mini bus habang binabaybay nito ang Tagunol Street sa Barangay Kinasang-an Pardo.Rumaragasang baha naman ang gumulat sa mga taga-Natalio Bacalso Avenue nang makuhanan ni Bayan Patroller Anthony Abatayo ang ibinahaging video.Huli rin sa video na ipinadala ni Bayan Patroller Kristine Natad Tul-id ang hirap na paglusong sa baha ng isang taxi sa Junquera Extension, Barangay Sta. Cruz.Kabilang sa  mga barangay na apektado ng ulan at baha ay ang Kinasang-an Pardo, Cogon, Mambaling, Señor Santo Niño, T-Padilla, Tejero, Mabolo, Santa Cruz, at San Antonio, ayon kay Ferl-John Pacaldo, hepe ng Cebu City Disaster Risk Reduction and Management Office Operations Section.Dagdag pa niya, bumuhos ang ulan bandang alas-5:40 ng hapon at tumagal hanggang alas-9 ng gabi.Di naman umano bababa sa 60 indibidwal ang nailikas mula sa ilan sa mga nasabing barangay pasado alas-7 ng gabi.Mabilis namang humupa ang baha at wala nang naitalang ulan at baha nitong Hulyo 23.
