Maria Tan, ABS-CBN News/File</span></span></span></div><p>MANILA — The Commission on Elections (Comelec) on Wednesday kicked off the printing of more than 2.3 million ballots for the <a href="https://www.abs-cbn.com/news/regions/2026/2/10/first-barmm-parliamentary-elections-eyed-on-september-14-2028">Sept. 14 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections.</a></p><p>Speaking during the Memorandum of Agreement signing with the National Printing Office, Comelec Chairman George Garcia said the electoral body has completed preparations ahead of the region&#x27;s first parliamentary elections.</p><p>“Dalawang linggo na ang nakalilipas nang ang Comelec ay nag-conduct ng napakatagumpay na simulation exercises… walang hadlang para ipagpalliban pa ang September 14 Bangsamoro parliamentary elections,” Garcia said.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/3/25/marcos-jr-signs-law-resetting-barmm-elections-to-september-2026-2003">Marcos Jr. signs law resetting BARMM elections to September 2026 </a><br/><a href="https://www.abs-cbn.com/news/nation/2026/3/25/comelec-says-real-work-begins-as-marcos-oks-moving-bangsamoro-polls-to-sept-2026-2311">Comelec says &#x27;real work begins&#x27; as Marcos OKs moving Bangsamoro polls to Sept. 2026 </a></div><p>Garcia said printing the 2.3 million official ballots was expected to take around two weeks. Each ballot will then undergo individual verification, which could take another three weeks to ensure they meet Comelec&#x27;s quality standards.</p><p>He said the commission plans to deploy ballots, voting machines, ballot boxes and other election equipment to all Bangsamoro provinces as early as the first week of August so they can be secured ahead of election day.</p><p>Garcia also pledged greater transparency by allowing political parties, observers and stakeholders to inspect the commission&#x27;s facilities, including its main and backup data centers.</p><p>“Gusto namin ipakita sa inyo &#x27;yan para wala &#x27;yung mga alinlangan na laging nagsasabi may secret server, etc.,” he said.</p><p>He added that political parties could send their own representatives to independently verify election data.</p><p>Garcia said the commission would continue holding regular briefings with stakeholders to provide updates on election preparations.</p><p>He described 2026 as a &quot;super election year&quot; for the commission due to several scheduled special elections, but said the Bangsamoro parliamentary elections remained a priority.</p><p>“Ito ang ating commitment. Itutuloy natin at all cost ang halalan sa Bangsamoro,” he said.</p><div><a href="https://www.abs-cbn.com/news/regions/2026/4/10/comelec-releases-official-calendar-prohibited-acts-for-2026-barmm-parliamentary-polls-0728">Comelec releases official calendar, prohibited acts for 2026 BARMM parliamentary polls </a></div><div><br/></div><div><strong>DOMINANT POLITICAL PARTIES NAMED</strong></div><div><br/></div><p>Garcia also clarified that the designation of dominant majority and dominant minority parties does not reflect which parties are strongest politically but only which met the criteria under Comelec Resolution No. 11248.</p><p>Under the resolution, the <a href="https://www.abs-cbn.com/news/regions/2026/4/28/united-bangsamoro-justice-party-submits-docs-to-comelec-for-bangsamoro-polls-1710">United Bangsamoro Justice Party</a> was designated as the dominant majority party, while the Bangsamoro Federalist Party was named the dominant minority party.</p><p>Garcia said the designation entitles the parties to receive the first copies of election returns, deploy poll watchers, receive transmitted election results, and have non-voting representatives in municipal, city, provincial and district boards of canvassers.</p><div><br/></div><div><strong>MARCOLETA CASE </strong></div><div><br/></div><p>Meanwhile, Garcia said the commission is not affected by cases filed by other government bodies following the issuance of warrants of arrest against Sen.
