<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1787056384979steel (1).jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left"><em>Photo from National Bureau of Investigation </em></span></span></span></div><p>MANILA — The National Bureau of Investigation on Tuesday said it referred cases to the Department of Justice involving a <a href="https://www.abs-cbn.com/news/regions/2026/8/14/nbi-substandard-steel-found-at-davao-city-manufacturing-facility-1412">facility in Davao City earlier raided</a> for manufacturing radioactive and substandard steel.</p><p>The NBI said its investigation showed that the Davao Mighty Steel Corporation used radioactive-bearing materials in the company’s steel manufacturing operations. </p><p>The agency also found that radioactive-bearing and substandard Davao Mighty Steel (DMS) reinforcing steel bars were already circulating in the commercial market.</p><p>Following concerns over the quality of its reinforcing steel bars, the manufacturing facility was raided on Aug. 13, which also led to the rescue of 174 Filipino workers found inside the facility.</p><p>The NBI said examinations found uranium and thorium in the DMS rebars, exceeding applicable exemption levels under the Code of Philippine Nuclear Research Institute (PNRI) Regulations and the Standards for Protection Against Radiation. </p><p>A separate product testing also found that half of the DMS rebar samples purchased from commercial hardware establishments in Mindanao failed to meet the mandatory mass-variation requirement under PNS 49:2020, the standard for steel bars.</p><p>The NBI added, citing PNRI, that the company’s officers and personnel have no required radioactive material license or authority.</p><p>The Department of Environment and Natural Resources (DENR) meanwhile found that the company’s Environmental Compliance Certificate did not declare or authorize the presence, handling, processing, storage, or use of radioactive materials at the facility. </p><p>The NBI noted that the substandard rebars were found in the structures that collapsed following the <a href="https://www.abs-cbn.com/news/regions/2026/6/9/what-we-know-about-the-magnitude-7-8-mindanao-earthquake-2032">magnitude 7.8 earthquake</a> in Mindanao on June 8. </p><p>The NBI referred the case to the DOJ for alleged violations of Republic Act No. 12305, Republic Act No. 6969, Presidential Decree No. 1586, and Republic Act No. 7394. </p><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/8gjHcSVzuI0?si=EIBsDJlW5scoI1VZ" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe><br/></div>
