<p>MANILA — President Ferdinand Marcos Jr. on Monday held an aerial inspection to see the extent of flooding in several towns of Bulacan and Pampanga, days after the southwest monsoon brought torrential rains to the region.</p><p>Marcos also visited an evacuation center in Barangay Cabambangan in Bacolor, Pampanga before holding a situation briefing with Region 3 officials in San Fernando.</p><p>In a chance interview after the briefing, the President said the heavy rains overwhelmed the country&#x27;s flood management programs.</p><p>&quot;Talagang ramdam na ramdam na napakabigat ang ulan at napakarami ang bumagsak na tubig kayat na-overwhelm lahat ng mga ating flood management program,&quot; he said.</p><div><a href="https://www.abs-cbn.com/news/regions/2026/8/18/pampanga-asks-for-help-against-massive-flooding-1933">Pampanga asks for help against massive flooding </a></div><div><iframe src="https://www.facebook.com/plugins/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fpcogovph%2Fposts%2Fpfbid02USFV4oXE3CcZbH8a2ep22dDLBM3dpjicNHv6BxHgM23GvAv36CXUDHoVRWhTPfqsl&amp;show_text=true&amp;width=500" width="500" height="767" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><p>Aside from the ghost flood control projects, Marcos cited the volume of rain as the cause of massive flooding.</p><p>&quot;Kailangan din natin maunawaan na hindi lang dahil sa problema ng flood control project kung hindi pati na sa lakas talaga ng ulan na hindi pa natin nakita sa kasaysayan ng Pilipinas. Ito ay resulta ang naging resulta ng climate change,&quot; Marcos told reporters.</p><p>&quot;Kailangan maunawaan din ng tao na yung climate change ay talagang nandito na at diyan tayo naapektuhan. Di bale at tayo’y gumawa, nakapag-desisyon tayo tungkol sa immediate measures na kailangan gawin, the immediate term, medium term and in the long term,&quot; he added.</p><p>Marcos said part of the immediate efforts would be to repair facilities which were destroyed by the flooding.</p><p>However, he said this would not be easy as there are also weather disturbances anticipated in the coming days.</p><p>&quot;Ang problema din dyan ay hindi pa tayo nakakasiguro kung titigil na yung ulan dahil kailangan natin, halimbawa, may mga lugar, may tubig pa, hindi pa natin ma-assess kung ano yung damage dahil may tubig pa, binabaha pa, kailangan natin antayin yan,&quot; he said.</p><p>&quot;Pangalawa, binabantayan natin ang panahon kasi kahit yung mga nasira, pag ayusin natin ngayon, bumalik naman niyan, atb magkabaha, masisira ulit ang bagong gawa kayat napakasayang naman ang ating gagawin,&quot; Marcos added.</p><p>Marcos said the repairs or whatever construction that needs to be done should be sturdy enough to withstand any weather disturbance in the future.</p><p>&quot;Medyo kailangan natin alalayan at bantayan na mabuti na maging effective kung ano man ang gagawin natin ay magiging matibay at hindi mawawala at hindi masisira sa susunod na baha,&quot; he said.</p><p>He said they are also eyeing long-term projects such as the construction of river dams in Nueva Ecija and a long dike stretching for hundreds of kilometers.</p><div><a href="https://www.abs-cbn.com/news/regions/2026/8/23/dpwh-pampanga-river-master-plan-planned-manila-bay-project-eyed-to-ease-bulacan-floods-0114">DPWH: Pampanga River master plan, planned Manila Bay project eyed to ease Bulacan floods </a></div><p>&quot;Yan ay makakatulong para bawasan ang bilis ng pagbaba ng tubig, mabawasan ang siltation at makakapag-ipon pa tayo ng tubig para gamitin for household use, industrial for irrigation sa agrikultura,&quot; he said.</p><p>&quot;Marami pa tayong iba&#x27;t iba mga gagawin. Isang long-term plan ay gumawa ng dike na kalsada mula sa, malayo ang aming tinitingnan hanggang Pilar sa Bataan. It is the long-term plan. Sa kasalukuyan pinag-aaralan natin, that’s about a hundred kilometers, medyo matatagalan, pero pinag-aaralan na natin,&quot; Marcos added.</p><p>Meanwhile, the President said the immediate needs of affected families were being addressed by the DSWD and local officials.</p><p>&quot;I&#x27;m satisfied na yung immediate needs ng Dau, yung kanilang pagkain, yung kanilang shelter, yung kanilang healthcare na dala ng pamahalaan ng national government, nandyan lahat,&quot; Marcos said.</p><p>&quot;Hindi naman tayo naubusan ng gamit, di naman tayo naubusan ng tulong.
