New cybercrime body official to rebuild threat monitoring center

MANILA — The newly-sworn Deputy Executive Director of the Cybercrime Investigation and Coordinating Center (CICC) Aboy Paraiso plans to rebuild the ‘threat monitoring center’ which was set up in the recent elections.

The threat monitoring center checks for possible misinformation, disinformation, and potential scams in the recent Halalan 2025. It was already dismantled, but Paraiso said he will build it up again immediately.

“Bubuoin natin ito para gampanan ang pinangako nating actively mag sesearch tayo mga online apps, kasama online scams. Magkakaroon tayo ng focus group, focus unit,” he said.

Paraiso, who was previously the spokesperson of the Department of Information and Communications Technology, said the problems of fake news and scams remain a huge challenge, and there needs to be a whole-of-society approach to respond to such acts.

“Andyan po ang fake news at troll farms. Andyan po ang illegal online gambling. Andyan illegal online scams at yung mga attack on vital government infrastructure,” Paraiso said during his first speech as an official of the CICC.

He added that one of new challenges they will be checking is the rise of artificial intelligence or AI. He said there is nothing wrong with AI in general, but there must be a responsible use of AI. 

When asked about the supposed AI-generated video posted by Senator Ronald dela Rosa, Paraiso said he hopes politicians from all political parties can use AI more responsibly since the public can easily believe an AI video to be true.

“If the source is fake, everything that stems out of it is fake. Hindi pwede basehan na tama ang messaging pero mali ang mensahero. Hindi mensahero ang problema, yun aspeto na peke at deepfake ang ginamit na platform,” he said.

Paraiso added that putting disclosures that a video was AI-generated could also help.

DICT Secretary Henry Aguda expressed his support for the projects of Paraiso saying he will build the digital highway, but CICC needs to clear the highway of potholes which includes scams, hackers and fake news peddlers.
