MANILA — The Metropolitan Manila Development Authority (MMDA) is pushing for a more advance traffic management using adaptive traffic signal lights. 

In a press conference on Thursday, MMDA chairman Romando Artes explained it is already using a Korean technology on traffic lights without the countdown timer. 

The agency supervises 521 intersections in Metro Manila, while other traffic lights are under the respective local government units (LGUs). 

“Uunahin muna namin yung sa aming (traffic lights) on the part of MMDA, inalis na nating lahat. Yung natitira ay sa mga LGUs… So kakausapin natin yung LGUs kung puwede na tanggalin na rin sila... Case to case basis naman siguro," he said.

"On our part nag-shift na nga po tayo sa adaptive system,” he added.

Based on studies in the country and even abroad, Artes explained that drivers' behavior varies depending on the traffic lights with or without countdown timer.

“Imbes na mag-slowdown sa intersection, hinahabol nila. In which case dumadami po yung red light violations and beating the red light. Tapos po, conflict risks, pag ganon po nagkakabanggaan,” Artes explained.

Artes said this adapted traffic management system is already being implemented in different countries like Cyprus, Vietnam, and Singapore. 

“Inaalis na rin po nila yung mga countdown timers don sa kanilang traffic signals sa mga intersections,” said. Artes.

In 2022, Artes said, MMDA started replacing the old traffic lights with countdown timers with an earlier version of an adaptive system.

Artes said the agency is eyeing to employ more innovation by advancing traffic detection from ground loop detector to video detector using advance CCTV cameras.
