MANILA — Using blockchain on the documents of the Department of Public Works and Highways would have prevented them from being tampered or destroyed, a company that supplies the technology said on Tuesday.Gelo Wong, Co-Founder of BYC Ventures, a blockchain platform provider, said it would have been technically impossible to alter or destroy the DPWH documents if they had been secured on a blockchain.&quot;In the context of the ongoing flood control probe, blockchain would not only have preserved the integrity of DPWH’s documents, but also given investigators and citizens transparent access to the original, untampered versions,&quot; Wong said in an interview with ABS-CBN News.Blockchain is the same technology used in cryptocurrencies such as Bitcoin.&quot;This is precisely the vision of Digital Public Asset (DPA) framework, to treat every government record as a shared public asset, secured on-chain, so accountability is no longer optional but built into the system itself,&quot; Wong added.On Monday, the Independent Commission for Infrastructure sounded the alarm on reports of “widespread destruction and tampering” of official documents related to anomalous flood control projects. DPWHWong said that if DPWH documents were secured on blockchain, this could have been prevented.&quot;Every budget allocation, procurement contract, and flood control project record could have been time-stamped, immutable, and verifiable by anyone with access. Instead of relying on physical files that can be misplaced or intentionally removed, blockchain ensures a permanent, tamper-proof ledger of government records,&quot; Wong said.BYC supplied the platform used in the <a href="https://www.dbm.gov.ph/index.php?view=article&amp;id=3558:dbm-s-blockchain-application-officially-goes-live&amp;catid=411&amp;highlight=WyJibG9ja2NoYWluIl0=" rel="noopener noreferrer" target="_blank">Department of Budget and Management</a>&#x27;s program to secure some of its documents, which was launched on July 30, this year.  Secretary Vince Dizon said a district engineer from Baguio City has already been slapped with an administrative case for tampering with documents. The ICI meanwhile, has warned that any attempt to destroy, falsify or conceal documents related to public works is “a grave offense that carries both administrative and criminal liability.”Justice Secretary Jesus Crispin Remulla said his agency has yet to identify who could have ordered the destruction of the documents.“Posible pong mas mataas [ang nag-utos]. Iyan po ang ating tinitingnan sa loob po ng opisina ng DPWH saka lahat po ng puwedeng mabanggit sa mga sinumpaang salaysay,” he told the Senate Blue Ribbon Committee investigating flood control anomalies.Remulla said investigators may have to rely on document duplicates or secondary documents in the DOJ&#x27;s probe into anomalous flood control projects by the DPWH.The Blockchain Council of the Philippines earlier expressed support for several bills in both the House of Representatives and the Senate that push for the adoption of blockchain technology to enhance government transparency.&quot;Blockchain is not just an emerging technology, it is a governance tool that can protect public funds, ensure integrity in procurement and bidding, strengthen identity management systems, and enhance delivery of government services,&quot; the group said in a statement on its Facebook page. &quot;By leveraging its immutable and verifiable records, our institutions can finally close the gaps that allow corruption, inefficiency, and mistrust to persist,&quot; the group added.
