MANILA -- Government cybersecurity officials said they have identified who is behind the cyberattacks targeting government websites. National Bureau of Investigation Director Melvin Matibag said they have already identified a person of interest in connection with the incidents and assured that appropriate legal action will follow.“We have identified the person involved, but we will act accordingly,” Matibag said.The Cybercrime Investigation and Coordinating Center (CICC) and the NBI said they have also formalized their partnership through a Memorandum of Agreement aimed at strengthening the government’s response to cybercrime following a series of cyber incidents, including reported attacks on the websites of the Senate and the House of Representatives.During the signing ceremony, CICC Acting Executive Director Renato Paraiso underscored the evolving nature of cyber threats, noting that cybercriminals have shifted from traditional online scams to more sophisticated forms of cybercrime such as phishing, spoofing, consumer fraud, and other online schemes. He stressed that recent incidents affecting government digital infrastructure highlight the urgent need for heightened vigilance, stronger coordination, and improved cybersecurity defenses.Paraiso said the partnership between the CICC and the NBI is intended to enhance the government’s capability to detect, investigate, and respond to cyber threats through the sharing of information, expertise, and resources. He added that cybercrime now extends beyond financial fraud and increasingly threatens public institutions and critical digital systems, including government online platforms.Matibag said the Bureau receives an average of 70 to 100 cybercrime-related complaints and emphasized that cyber offenses have rapidly evolved, with many crimes now being committed remotely from homes and offices rather than on the streets. He explained that under Republic Act No. 10175, the CICC leads monitoring and policy coordination on cybersecurity matters, while the NBI serves as the primary enforcement arm responsible for investigating and pursuing cybercriminals.“The CICC has the infrastructure, tools, and technology, while the NBI has the investigative and enforcement authority. Through this agreement, we will be able to share intelligence, improve coordination, and accelerate our response to cyber incidents,” Matibag said.Under the agreement, the two agencies will exchange cyber threat information, conduct joint investigations, provide specialized training for personnel, and deploy representatives within their respective offices to ensure faster coordination. Officials said the strengthened collaboration is expected to bolster the government’s defenses against cyberattacks, including those affecting key public institutions such as the Senate and the House of Representatives.Both agencies urged the public to remain vigilant online and to report suspicious cyber activities, emphasizing that public cooperation remains essential in protecting the country’s digital infrastructure and in the fight against cybercrime.
