MANILA – Meta has agreed to expedite the removal of harmful AI-generated deepfakes and speed up data sharing for cybercrime investigations in the Philippines, prompting authorities to hold off on a potential platform ban, the government said Friday.The Cybercrime Investigation and Coordinating Center (CICC) said a Philippine delegation met Meta regional executives in Singapore to tackle online threats, including child sexual abuse material, fraud, and deepfake harassment. Meta operates the biggest social media platforms in the Philippines, including Facebook, Instagram and WhatsApp. Meta officials are scheduled to visit Manila in mid-September to formalize implementation measures, the CICC said.Under the framework, Meta will establish a mechanism allowing targeted individuals to enroll for protection and have harmful deepfakes removed. The platform also agreed to immediately comply with legal subpoenas from the National Bureau of Investigation to provide user data tied to online child exploitation and illegal content.The Philippine government had previously warned it could temporarily ban Meta if strict safeguards were not instituted.“For now, banning is the last option. We now have concrete areas of cooperation, and we are looking forward to seeing these turn into actual improvements in online safety for Filipinos, especially for our children,” said CICC Executive Director Renato Paraiso.Paraiso noted that the proactive approach provides essential protection as generative AI tools make manipulated content easier to create and deploy.“This is an important step forward because it gives us a more preemptive layer of protection. We look forward to working with Meta so that individuals who are targeted by deepfakes can receive assistance before the content causes further damage,” he added.Meanwhile, NBI Director Melvin Matibag said they also discussed with Meta the need for faster information-sharing and response mechanisms, particularly in taking down online content and accounts that may pose threats to public safety. “Nagiging problema natin dito sa nihilistic violence na ito ay bibigyan tayo ng mga information, magkakaroon tayo ng sharing ng data, ng information,” Matibag saidMatibag said one of the key agreements reached during the discussions is the establishment of a direct coordination mechanism with Meta to facilitate the immediate referral and takedown of problematic online content.“So, we have resolved na magkakaroon sila ng office dito kung saan yung ating communication doon napapasok, yung mga kailangan natin i-take down agad ng mga postings and all, gagawin nila,” he said.The NBI chief said the discussions also covered the monitoring of social media accounts, live videos, fake news, malicious postings and troll farms that may be used to spread harmful content or facilitate criminal activities.“Tulungan natin habulin yung mga nagtatago sa Meta, sa Facebook at sa iba pa nilang platform para gumawa ng kalukuhan. So makakatulong ito sa atin,” Matibag said.
