Super Typhoon Lawin (International name Haima) unleashed its raw power as it made its landfall over Penablanca, Cagayan on Wednesday night. Civil defense officials have confirmed at least 8 death because of the tropical cyclone, even as they await for reports from other affected areas in Luzon.

MANILA — President Ferdinand Marcos Jr. has vetoed the bill seeking to convert the Polytechnic University of the Philippines to the National Polytechnic University, Malacañang said Friday.

Palace Press Officer Undersecretary Claire Castro cited non-compliance on the assessment requirement as the reason for vetoing the proposal.

“Ang sinasabi pong bill ay na-veto ng Pangulo dahil nagkaroon po ng direktiba noon pa pong 2016 na dapat magkaroon ng assessment. At sa ngayon po, lumalabas na hindi po nagkaroon ng compliance para sa assessment ng nasabing paaralan,” Castro said in a press briefing Friday, July 11.

Despite this, Castro said the president remains supportive of the bill’s aim once all the requirements are met.

“At mananatili naman po ang Pangulo at umaasa siya na ang PUP po ay magkakaroon din po ng national university status kapag po na-comply po nila lahat ng mga requirements,” she added.

In February, both chambers of Congress passed its own versions of the proposed law seeking to amend the PUP charter and elevating it to a national university status.

Under the House measure, PUP will be strengthened as the country’s National Polytechnic University, providing support to other polytechnic state universities and colleges in the country “in the development and delivery of professional and technical programs.”

“As the National Polytechnic University, the PUP shall primarily offer higher occupational, technical, and professional instruction and training programs in the fields of engineering and architecture, applied sciences and other polytechnic programs,” the bill read.

The proposed measure is also said to grant the university greater fiscal and institutional autonomy and its academic offerings.

The enrolled copy of the bill was transmitted to the Malacañang on June 9, 2025.
