It has high potential for tropical cyclone formation in the next 24 hours, the state weather bureau said. </p><p>The disturbance will be named Ramil when it forms into a tropical cyclone, PAGASA said. </p><p>It said the weather disturbance would move west northwestward over the Philippine Sea and could make landfall over Cagayan Valley and cross Northern Luzon on Sunday. </p>
